Terre des hommes - Lausanne is seeking one qualified Logistics Officer Based in Saida Area or Surroundings with frequent travel to Beirut to handle procurement related to emergency projects in the South.
Main Responsibilities
Under the direct supervision of the Senior Logistics and Security Manager, the Logistic Officer will be responsible of the implementation and supervision of all logistics activities in TDH, ensuring both routine operations and emergency response readiness and capacity.
In compliance with Tdh / Programmes / Donor’s policies and principles,he/she will be responsible for the smooth timely, and flexible delivery of logistics services, including rapid scale-up in emergency contexts, across the following activities:
- Procurement
- Stock and assets management
- Premises management
- HR management of the staff under his / her supervision
Specific responsibilities
Procurement
- Ensure all procurement processes comply with Tdh procedures and donor requirements including adapted/accelerated procedures during emergencies.
- Support the development, implementation, and regular update of procurement plans in coordination withprogram teams including contingency and emergency procurement planning.
- Prepare, launch, and follow bidding processes for purchases under base-level responsibility, ensuring rapid turnaround for emergency needs.
- Conduct market assessments and maintain updated supplier lists including pre-identified emergency suppliers capable of rapid response.
- Ensure proper documentation, filing, and traceability of all procurement files.
- Follow up on purchase requests, quotations, purchase orders, and deliveries prioritizing urgent and life-saving items when required.
- Maintain a weekly procurement tracker and share updates with relevant teams, highlighting emergency-related procurements.
- Ensure "best value for money" are applied while balancing urgency and operational constraints in emergency contexts.
Stock and assets management
a- Stock management :
- Ensure stock reconciliation with program outputs (donations, distributions) including emergency
distributions.
- Ensure goods physical management (warehousing, manage the flow of merchandise).
- Guarantees the traceability on all stock movements by ensuring that all documentation
- linked to stock is complete and correct (validations, forms, etc …).
- Oversees, analyzes the monitoring of consumption, and ensures no stock-outs, especially for critical emergency items.
- Ensures the archiving of all documents related to stock management.
- Ensure regular inventories, update of stock management tool and emergency stock tracking.
- Maintain adequate buffer and contingency stock levels based on operational and emergency need
- Prepare and submit inventory reports on time.
b- Assets :
- Implement Tdh equipment management procedures (tagging, tracking, maintenance).
- Maintain updated equipment/asset list and ensure accurate assignment forms.
- Support the identification of emergency response equipment needs for programs and office.
- Monitor equipment performance, maintenance, and readiness for rapid deployment.
- Ensure IT devices are inventoried, tagged, and registered on SharePoint as applicable.
- Support annual asset inventory and contribute to yearly asset disposal plan.
Premises management :
- Assist in the identification and assessment of office and storage premises.
- Support maintenance works (electricity, plumbing, safety installations, etc.).
- Ensure that premises have adequate functioning utilities and fire/safety equipment.
- Support office moves, setup, and refurbishment activities.
- Monitor cleanliness, lighting, power backup, and general functioning of office spaces.
HR management :
- Follow up with the logistics team under his/her supervision, ensuring readiness to respond to emergency needs.
- Supervise the logistics team under his/her supervision.
- Conduct annual evaluation for members of the logistics team under his/her supervision.
- Participate in formal team meetings, including briefings related to emergency readiness and response.
Logistics Documentation & Compliance
- Ensure logistics documents are archived systematically (soft and hard copies).
- Ensure templates and SOPs are used consistently including adapted emergency procedures where
- applicable.Participate in internal control checks and support corrective measures.
- Assist in preparing logistics documents for audits.
- Ensure full compliance with internal rules and donor regulations.
Coordination & Support
- Ensure smooth coordination between logistics, programs, and support departments.
- Participate in weekly logistics meetings and report progress/issues, highlighting emergency
priorities and constraints.
- Flag challenges, delays, and risks to the Senior Logistics & Security Manager,
including those impacting emergency response timelines.
Reporting
- Produce weekly emergency procurement tracker updates for delegation-level
consolidation.
- Submit monthly stock reports, asset updates, and procurement documentation.
- Report bottlenecks, procurement delays, or risks to the Senior Logistics & Security Manager, particularly those affecting emergency response capacity.
- Contribute to donor reporting for logistics components as required.
Other :
- Support in Drawing up and monitoring the logistics budget in compliance with Tdh’s policy.
- Any other Business asked by the Senior Logistics and Security Manager.

Requirements
Experience
- Bachelor’s degree in logistics, supply chain, business administration, or related field.
- Minimum 3 years of experience in a similar position. Experience working in emergency context is highly preferable.
- Good knowledge of procurement procedures and compliance.
- Strong understanding of procurement systems and documentation.
- Proficient in MS Office (Excel, Word, SharePoint).
- Experience with asset and stock management tools.
- High attention to detail and strong organizational skills.
- Ability to prioritize and manage multiple requests.
- Good communication skills and teamwork spirit.
- Integrity and commitment to compliance.
- Experience in donor procedures (ECHO, OCHA, SDC, UNICEF, etc.)
Languages
Native Arabic, Fluent in English.
