Terre des hommes - Foundation (Lausanne) is seeking a qualified Logistics Assistant - Part Time ( 4 days per week) based Zahle Area or surroundings.


Main Responsibilities:


Under the hierarchical supervision of the Head of Office and the direct technical supervision of the Senior Logistics and Security Manager, the Logistics Assistant ensures the proper implementation and compliance of all logistics activities in accordance with Tdh procedures, donor requirements, and national regulations.


S/he contributes to efficient operations through effective procurement, fleet, warehousing, and security support, in close coordination with the Country Logistics Department.


S/he will be in charge of:

• Ensuring full compliance with Tdh logistics policies, SOPs, and donor regulations.

• Managing day-to-day fleet operations, vehicle follow-up, and movement planning at base level.

• Conducting procurement for small purchases, ensuring timeliness, transparency, and cost-effectiveness, under the technical validation of the Senior Logistics and Security Manager.

• Overseeing warehousing and stock management, ensuring proper storage, security, and docu-mentation.

• Supporting base-level security procedures and staff movements, in coordination with the Head of Office & Senior Logistics and Security Manager, and in line with country security protocols.

• Contributing to the capacity-building of drivers and logistics staff under his/her area.

• Preparing and submitting accurate reports on logistics activities to the Senior Logistics and Se-curity Manager.

• Performing other related duties as assigned by the line or functional supervisor.


Specific responsibilities:


Procurement

• Conduct and follow up on small-scale purchases for the base in line with Tdh procurement pro-cedures.

• Prepare and Ensure all purchase requests, quotations, and purchase files are properly docu-mented and validated by the Senior Logistics and Security Manager when required.

• Maintain an accurate and organized filing system for all procurement documentation.

• Coordinate with program teams to ensure timely sourcing and delivery of goods and services.

• Support the implementation of procurement planning tools and framework contracts as directed by the Senior Logistics and Security Manager.


Fleet Management

• Manage and organize the base fleet, including vehicles, drivers, and daily movement plans.

• Ensure compliance with Tdh fleet management procedures.

• Prepare and share weekly movement plans for validation.

• Monitor fuel consumption, mileage, and maintenance needs of vehicles, and report to the Senior Logistic and security manager.

• Ensure that vehicles are properly equipped, serviced, and meet safety and security standards.

• Provide briefings and support to drivers on security and fleet policies.


Warehouse / Stock Management

• Ensure storage spaces in the Base and areas of intervention are secure, well-maintained, and adapted to program needs.

• Supervise reception, handover, and dispatch of items in Bekaa warehouse/s.

• Ensure proper documentation (stock cards, waybills, delivery notes, etc.) for all stock move-ments. After the Validation from the Senior Logistics and Security Manager.

• Conduct regular asset and stock checks, ensuring accurate records and reconciliations.

• Prepare inventory reports (monthly/quarterly) for the base/s and share with manager to be vali-dated by Senior Logistics Security Manager.


Security Support

• Act as logistics/security focal point in Bekaa in coordination with the Head of Office and Senior Logistic and security manager.

• Ensure movement and fleet operations follow country security guidelines and contingency plans.

• Report any security-related incidents, concerns, or observations immediately to both supervi-sors.

• Support staff movement planning and tracking in accordance with Tdh movement and access procedures.


Reporting

• Prepare monthly fleet, fuel, and stock reports for the base/s.

• Share procurement and warehouse updates with the the Senior Logistics and Security manager.

• Ensure proper handover notes in case of leave or end of contract.



Human resources management

• Ensure driver services in Bekaa is adequate for the operational and programmatic requirements

• In collaboration with Senior Logistics Manager and HR department, participate in the drivers recruitment if asked by the technical supervisor.

• In coordination with HR, ensure that service drivers attend Tdh Security Induction, Code of Conduct and PSEA training.

• Ensure that annual appraisal of the driver is completed.


Institutional projects

• Based on ad hoc need and request from the line manager participate and contribute to institu-tional projects (fleet reports, carbon footprint, etc…)

Requirements


Training/Qualifications:

Technical Degree (or higher) in Logistics / Finance / Administration or a any other relevant study.



Experience At least 4 years of experience in Logistics.

Experience working in a humanitarian setting is highly preferable.

Experience in an emergency or unstable security context.

Experience in team management and experience in training/capacity building desired.

Mastery of logistics procedures.

Mastery of donor procedures (ECHO, OCHA, SDC, UNICEF, etc.).

Languages: Native Arabic, Fluent in English.

IT Knowledge: Mastery of the usual tools



Working Conditions

• Travel: Frequent travel to field locations, including remote and high-risk areas, is required.

• Physical Requirements: Ability to work long hours in a challenging environment with limited re-sources and infrastructure.

• Work Environment: May require working in conditions of high insecurity and/or health risks.
