Terre des hommes - Lausanne is seeing a qualified Senior CP/GBV Officer based in Zahle.


Job Purpose / Main Functions:


The Senior CP/GBV Officer is responsible for leading the implementation and follow-up of CP and GBV activities in the field, ensuring timely and effective delivery of services to beneficiaries.


The role focuses on:

• Supervising the team and ensuring accountability for results

• Monitoring the quality and quantity of implementation

• Ensuring full compliance with technical standards and SOPs

• Coordinating with the Technical Unit for guidance, validation, and capacity support


The Senior Officer acts as the link between field implementation and technical oversight and plays a critical role in ensuring high-quality program delivery, adherence to CP standards, and collaboration with community stakeholders.


Duty Details:


Team Management

• Provides direct supervision, coaching, and daily follow-up to Senior caseworkers, Senior PSS facilitators, and relevant field staff through structured workplans and regular performance follow-up.

• Ensures regular field presence through planned site visits, on-the-job coaching, and direct monitoring of activities to maintain quality and accountability.

• Leads and supports field-level implementation during critical activities and emergency responses, ensuring adherence to standards and safe operations.

• Ensures program activities are implemented in line with project targets, timelines, donor requirements, and quality standards.

• Monitors staff performance, identify capacity gaps, and coordinate with the Protection Manager, Base Manager, HR, and Technical Unit to address performance concerns when needed.

• Consolidates field updates, achievements, challenges, risks, and data from direct reports and communicates them regularly to the Protection Manager and Base Manager.

• Supports the Protection Manager in procurement planning and follow-up, including PWARs and PRs, and ensures proper documentation and accountability processes.

• Facilitates and supports technical coaching sessions, trainings, and capacity-building initiatives conducted by the Technical Unit.

• Ensures efficient utilization of staff time, project resources, and operational tools throughout field implementation.


Quality Assurance & Technical Alignment

• Ensures that all CP and GBV activities are implemented in line with organizational SOPs, technical guidelines, donor requirements, and interagency protection standards.

• In close coordination with the Technical Unit, monitor the quality, effectiveness, and consistency of service delivery across case management, PSS, awareness, and other protection interventions.

• Identifies technical and operational gaps affecting quality of implementation and ensure timely corrective actions are applied in coordination with the Technical Unit and Protection Manager.

• Ensures recommendations and action points raised through technical monitoring, coaching sessions, case conferences, and supervision meetings are implemented and followed up systematically.

• Ensures safeguarding principles, confidentiality, informed consent, and data protection standards are consistently applied across all protection interventions and documentation processes.

• Maintains close coordination with the Senior Case Management Technical Officer and MHPSS Technical officer to ensure proper technical oversight of case management processes, case conferences, critical cases, and complex case follow-up.

• Ensures any delays, discrepancies, documentation gaps, or implementation challenges related to cash assistance are identified, communicated, and escalated in a timely manner to relevant management and technical teams.

• Ensures that all case files, PSS documentation, attendance records, and program data are maintained accurately, securely, and in accordance with internal compliance and audit requirements.

• Ensures compliance with donor requirements for project archiving and filing, implements full digitalization of all Case Management (CM) files under UN projects, and maintains proper labeling, archiving, and adherence to established guidelines.


Case Management and PSS activities:

• Oversees the implementation of CP and GBV case management and PSS activities in line with project objectives and implementation plans.

• Ensures timely identification, assessment, referral, follow-up, and closure of cases according to established procedures and risk levels.

• Ensures Critical and emergency cases are responded to immediately and escalated appropriately in coordination with the Senior Technical Case Management Officer and Technical Unit.

• Maintains oversight of cash assistance-related compliance processes, ensuring proper documentation, filing, digitization, and archiving in line with organizational and donor requirements.

• Supports caseworkers and PSS staff through regular follow-up, coaching, and technical guidance to ensure effective service delivery.

• Ensures effective coordination and integration between Case Management and PSS activities in line with project indicators and implementation targets.

• Participates in regular CP/GBV technical meetings, case conferences, and relevant coordination meetings, and ensure action points are followed up with relevant team members.

• Oversees timely and accurate entry of data into CPIMS and GBVIMS platforms and ensure required approvals are completed


Emergency Response & Distributions

• Supports emergency response interventions and relief distributions in coordination with the Protection Manager and Base Manager.

• Ensures that distributions are conducted safely, transparently, and in line with organizational procedures and accountability standards.

• Oversees proper completion and archiving of all distribution documentation, including beneficiary lists, delivery notes, return forms, and verification records.

• During implementation, Follow-up on proper handling, tracking, and accountability of relief items during transportation, storage, and distribution processes.


Coordination

• Represents the organization in relevant field-level coordination meetings and maintain effective communication with stakeholders, partners, and service providers when delegated.

• Coordinates with other sector teams and external actors to maintain effective referral pathways and access to specialized services.

• Coordinates with local authorities, service providers, community stakeholders, and partners to facilitate smooth implementation and referral pathways when required.


Monitoring and reporting:

• Prepares and submit timely internal and donor reports to the Base Manager and Protection Manager, related to case management, PSS activities, distributions, achievements, challenges, and program indicators.

• Works closely with the Technical Unit and MEAL team to support monitoring, evaluations, assessments, data analysis, and learning initiatives.

• Monitors CP and GBV trends, risks, and protection concerns within the target communities and report findings to inform program adaptation and advocacy efforts.

• Ensures timely completion of monitoring, data collection, analysis, verification, and reporting requirements.

• Ensures all data is reviewed and validated by Senior Case Workers/Facilitators and Case Workers/Facilitators before being shared with the M&E team.

• Proactively identifies implementation challenges, operational risks, and protection concerns, and recommend corrective actions to management.


Organizational Policies

Job Qualifications and competencies:


Academic Background: BS in Psychology or Social Work or relevant studies.

Experience: 5 to 6 years of experience & team management experience


Professional Competencies:

o CP and GBV knowledge, international principles & standards and national Standard Operational Procedures.

o Good communication and facilitation skills.

o Computer skills.

o Cultural Sensitivity.

o Good Arabic and English skills (reading, writing, speaking).
