Terre des hommes- Lausanne is in search for a qualified Head of Programmes (HoP) based in Beirut or

Surroundings to lead the overall programmatic strategy of Tdh Lebanon operations.


The position is open for national staff and International Staff.



• Under the supervision of the Country Director, he/she ensures the development and roll-out of the program strategy for Lebanon

• He/She is in charge of developing and consolidating the program in Lebanon, ensuring align-ment with Tdh’s programmes and expertise (Migration, Access to Justice, Health, Protection, WaSH and ICT4D) and relevant cross-cutting themes

• He/She steers the overall program implementation and results-based monitoring and learning, in line with the MEAL framework

• He/She develops and fosters innovation in the program in the country

• He/She ensures a system of quality assurance and control for all projects in Lebanon

• He/She actively supports and models knowledge sharing and continuous learning in the pro-gram

• He/She is in charge of developing and fostering the program‘s strategic partnerships in Leba-non

• He/She is responsible for and accountable to beneficiaries, collaborators and donors

• He/She contributes to securing the required resources (financial and human) in the Country Of-fice


Specific Responsibilities/Context of “tasks”


More specifically he/she has the following responsibilities:

Strategy and steering:

• Makes recommendations for developing the program strategy as part of the country strategy and monitor its implementation in the Country Office

• Contribute to continuous, updated contextual analysis, including humanitarian and develop-ment needs and mapping of stakeholders, within a Triple Nexus framework.

• Guarantees the proper management of all projects in the country

• Ensures the development of program indicators and a MEAL framework for all projects and the generation of evidence and data for constant enhancement, and coordinates the measure-ment of results in the program and recommends and recommends or actions corrective measures or decision-making

• Supervises the implementation of projects with the Program Manager/s, Head/s of Office, partners and regular field visits.

• Maintains an updated Emergency Preparedness and Response Plan for the Country Office

• Design, contribute and/or lead assessments for emergency or longer-term programming in ex-isting or new projects’ locations

• Supports the roll-out/dissemination of Tdh principles, approaches, methodologies and stand-ards

• Contributes to developing Tdh programmatic products, guidance and models


Program Quality and Management

• Provide oversight, guidance, and leadership to all aspects of program development and imple-mentation in Lebanon, including ensuring timely reporting, compliance, and quality of program implementation.

• Ensure effective program planning and coordination with other departments and teams in the Country Office

• Overseeing systems and tools for efficient project cycle and grants management and ensure a coordinated approach to risk-management and technical quality in cooperation with relevant departments and the regional office.

• Adopt an evidence-based approach including timely dissemination of lessons learned and best practices within Tdh and with donors and other stakeholders

• Ensure proper monitoring and evaluation of the program with a focus on results and in accord-ance with the MEAL framework and project plans.

• Develop a close and productive working relationship with Field Offices to ensure that all aspects of programs are implemented to maximum affect and compliant with Tdh and donor regula-tions.


Staff Management and Capacity building

• Ongoing development of the team composition and structure to ensure that it fits the purpose.

• Timely support to all aspects of staff management cycle, through recruitment process, staff orientation, staff capacity development and performance review.

• When needed, draft and/or review scopes of work to hire and manage technical consultants, including review for technical efficacy and contract budget.

• In coordination with the regional office and HQ, ensure technical capacity building for team members and partners are in place to develop stronger expertise in-country.

• Ensure staff are well-supported and have manageable workloads, proactively flagging up issues of well-being to SMT.

• Guarantees the management framework of the program department (develops and follows the budget and human resources)

• Oversees the work of the technical unit and ensures a close coordination and mutual support between the technical and implementation teams

• Coordinates the production, management and sharing of knowledge for the program (re-search, analysis, capitalization, assessment, etc.), ensuring accessibility and dissemination of knowledge internally and externally

• Contributes to the exchange of practices within Tdh (regional and global level)

• Ensures that his/her teams and partners are aware of and adhere to Tdh policies and the code of conduct

• Act as a proactive member of the SMT, promoting and role-modeling Tdh’s core values.

Business Development and Grant Management:

• In coordination with the Country Director, identifies business development opportunities and donors in country, and represent Tdh in strategic dialogue and relevant networks

• Ensures optimal financial coverage for the program in coordination with other departments

• Leads on the development of concept papers/notes, budgets, and project proposals (including any modifications) with support from the country team.

• Establishes a master budget for the program at the national level, ensures optimisation of re-sources across contributing projects (including through co-funding) and carries out regular fol-low-up of implementation and budget consumption in coordination with the Finance Coordina-tor, Head/s of Office, Protection Manager and project staff

• Contributes to the drafting and review of donor reports and endorses the submission

• Assist the CR in establishing and maintaining donor relations at country level and in identifying appropriate funding opportunities in line with the program strategy.

• Contribute to develop and update business development strategy and plan and donor mapping and tracking,

• Review final reports and authorize on proposals to be submitted to external donors and HQ.

• With the support of the support services department, effectively stay abreast of donor poli-cies, procedures, rules, and regulations.

• Ensure a close collaboration between the Program Department and the Communication Officer and ensure that all Tdh’s activities are communicated and visible.

Partnerships and Networks

• Oversee the design and implementation of the partnership strategy including management tools, guidelines, and other resources as needed to effectively management partnerships.

• Promote localization agenda within Tdh Lebanon; and ensure this is embedded in all program-matic strategies.

• Lead the process of identification of local NGOs/partners and develop partnerships with rele-vant and complementary partners.

• Improve partnership practices by periodically assessing Tdh’s Lebanon partnership manage-ment approach considering both Tdh and partners’ perspectives, capture lessons learned and best practices, and make recommendations for improvement.

• Oversee the ongoing development of partner tracking systems, due diligence, and capacity de-velopment processes.

• Contributes to developing advocacy activities or strategies linked to Tdh’s operational presence and programmatic focus in country, including as part of consortia and inter-agency efforts

• Identifies and consolidates the program’s strategic partnerships in the Country Office

• Ensures Tdh representation in the relevant working groups, networks and fora at national and field level

Skills


This function requires possession of fundamental personal, social and leadership skills (CPSLs), tech-nical and methodological skills (CTMs) and Managerial and strategic skills (CMSs)

In particular:

• Solid experience in project management cycle: development and management; including ability to lead on assessments, design, implementation, and MEAL

• Excellent coordination, communication, organizational and planning skills; with the ability to work flexibly in a diverse team in a dynamic environment, fostering a positive working environment, and manage issues sensitively and diplomatically.

• Strong capacity building, facilitation, and presentation skills

• Extensive knowledge of UN, US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals, contract management including consortia grants.

• Strong understanding of localization agenda as well as partnership approaches and tools in strengthening programmatic and organisational capacities of civil society organisations.

• Commitment to integrate gender, protection, conflict sensitivity and accountability into programming.

• A positive, collaborative attitude with colleagues in and outside the team

• Enthusiastic, reliable and independent with a strong organizational capacity, prioritization and time management, decision-making and conflict resolution;

• A capacity to identify challenges, foresee risks and inform the management with substantive recommendations

• Excellent interpersonal qualities: integrity, a capacity to judge, diplomacy

• Proactive, creative and out-of-the-box thinking


Required conditions

Training/Qualifications

• Master's degree in political science, international development, humanitarian assistance and or other relevant field.

Experience:

• Minimum 7 years of progressively responsible experience in program management, leadership, and design developing and leading integrated and complex program portfolios – preferably experience in Lebanon or the Middle East.

• Proven experience in both development and humanitarian and/or conflict affected countries settings.

• At least 5 years' experience with people management with proven leadership experience with experience managing multi-disciplinary teams of diverse cultural backgrounds.


Languages:

• Full professional proficiency in English is mandatory; knowledge of Arabic is an asset

The goals for the coming period are to be filled in on the assessment interview form with the line supervisor and in concert with the functional leaders.
