Terre des hommes - Lausanne is seeking one qualified Senior GBV Officer Based in South and Beirut

(Saida, Jezzine, Beirut).


Job Purpose / Main Functions:


The Senior GBV Officer is responsible for the effective implementation, coordination, and management of the emergency Gender-Based Violence (GBV) response and prevention activities planned for South and Beirut, for the emergency response. This includes strategic planning and oversight of key positions, including GBV Case Workers, GBV PSS Facilitators, and GBV volunteers, and will contribute to program design, reporting, and coordination. This position plays a critical role in ensuring high-quality program delivery, adherence to GBV standards, and collaboration with community stakeholders. Additionally, the position plays a key role in emergency assessments, program design, coordination, and scaling GBV services based on evolving needs.


Job Theme : Duty Details


Program Implementation & Quality


• Ensure quality delivery of psychosocial support (PSS), awareness sessions, and risk mitigation activities, conducted by community volunteers.

• Ensure close and effective collaboration with local implementing partners

• Lead rapid GBV assessments, safety audits, and service mapping in emergency locations.

• Establish and oversee GBV response services, including case management, psychosocial support, Women and Girls Safe Spaces (WGSS), and mobile teams where needed.

• Ensure GBV guiding principles and survivor-centered approach are applied across all services.

• Integrate GBV risk mitigation across sectors including Shelter, WASH, Cash, Health, Education, and Livelihoods.

• Develop and implement GBV emergency response workplans and scale-up plans based on evolving needs.

• Ensure safe referral pathways and service mapping are established and updated.

• Conduct regular field visits to monitor quality and provide technical support.

• Organize and coordinate GBV distribution activities, including site planning, scheduling, and logistics.


Technical Supervision, Case Management & Capacity Building


• Provide technical supervision to GBV Officers, Case Workers, PSS Facilitators, and Outreach staff.

• Review case files and support staff in managing complex and high-risk cases.

• Ensure proper case management documentation, data protection, and confidentiality.

• Lead case conferences when needed.

• Train staff and partners on GBV guiding principles, Psychological First Aid (PFA), safe identification and referral, GBV risk mitigation, and PSEA.

• Provide ongoing mentoring and capacity building to GBV staff and partners.

• Promote staff care and burnout prevention, especially during emergency response.

• Identify program gaps and propose program expansion or adaptation.


Coordination, Representation & Reporting


• Represent the organization in GBV Sub-Cluster, Protection Cluster, and emergency coordination meetings.

• Coordinate with other service providers to ensure safe referrals and avoid duplication.

• Contribute to emergency assessments, response planning, and inter-agency initiatives.

• Contribute to SitReps, donor reports, and internal reports.

• Support GBV data collection in line with GBVIMS and analyze trends to inform programming.


Monitoring, Evaluation and Reporting


• Ensure data collection systems are maintained and used effectively to track project achievements.

• Provide regular reports on distributions, GBV case management, PSS activities, and overall program implementation.

• Prepare and review weekly and monthly GBV reports, in addition to partner monthly reports.

• Contribute to regular donor reporting with the Protection Manager.

• Ensure GBV data is collected, stored, and reported in line with GBVIMS and data protection protocols.

• Analyze GBV data and trends (types of incidents, locations, risk factors, service gaps) and use findings to inform program adaptation and response planning, with support from the technical unit

• Provide regular updates to the Protection/GBV Manager on program progress, challenges, and risks.

• Document lessons learned and best practices from the emergency response.

Job Qualifications and competencies:


Academic Background: BS in Psychology or Social Work or relevant studies.

Experience: 5 to 6 years of experience.
