Terre des hommes - Lausanne is seeking a qualified Project Lawyer based in Bekaa (Baalbek or Hermel districts).
Job Purpose / Main Functions:
The Lawyer will provide legal assistance, legal awareness, and legal representation services to newly arrived individuals and families in Baalbek-Hermel, particularly those facing risks due to a lack of civil documentation, housing/land/property (HLP) issues, and displacement-related legal challenges. The role also includes training local actors and coordinating closely with protection, GBV, and CP case workers.
Job Duties & Responsibilities:
Technical Support on Legal and Juvenile Justice:
• Support in the creation of technical supportive materials, in all aspects of the program on legal/judicial aspects (guidelines, manuals, adapted monitoring tools, awareness materials, etc).
• Support activities related to exchange between/ capacity building among formal and informal justice actors.
• Provide individual legal counselling, assistance, and representation to conflict-affected individuals and families, with a focus on:
- Recovery/acquisition of civil documentation (e.g., IDs, birth/marriage certificates, residency).
- Resolution of housing, land, and property (HLP) disputes, including tenant-landlord issues and undocumented ownership or occupancy.
- Support the submission of applications for personal status documents and ensure compliance with legal requirements.
• Support the provision of legal services, the referral of legal cases involving conflict-affected individuals.
Legal Support on Projects:
• According to the program strategic documents and work plans, advises and supports the field teams in the implementation and quality of all legal or judicial activities and all geographical locations.
• Support legal-related need assessment with partners, stakeholders, girls, women, families, and children.
• Ensure all legal interventions follow confidentiality, do-no-harm, and protection principles, with a survivor-centered and rights-based approach.
Capacity Building, Advocacy & Awareness:
• Conduct legal awareness sessions on Legal rights, remedies, and available legal support services, the importance of securing and maintaining vital documentation, HLP-related documents, Accountability mechanisms, complaint procedures, and safe access to justice.
• Deliver training to community actors and CBO staff on legal protection principles, safe referrals, to enhance early identification and response.
• Develop and disseminate legal awareness materials to targeted communities.
• Facilitate and undertake training, and training of trainers in the areas of expertise as needed and requested by the senior A2J technical officer.
• Support the exchange of capacity-building tools across the Lebanon program and MENA region programs.
• Input as needed, legal, legal-related awareness, and advocacy actions.
• Attend and facilitate workshops as needed in the area of expertise.
Case Management & Coordination:
• Track and manage HLP legal cases from consultation to resolution, ensuring timely follow-up.
• Facilitate and receive safe referrals according to internal and inter-agency referral pathways.
• Coordinate with local authorities, municipalities, community leaders, and humanitarian actors to ensure timely and ethical resolution of legal issues.
• Identify eligible beneficiaries through community outreach, self-identification, and referrals from external agencies.
• Establish and maintain a fixed schedule in designated community centers for legal consultations.
• Conduct door-to-door consultations and mobile legal aid services by appointment.
• Collaborate with CP/GBV case management teams to identify and refer cases requiring specialized legal support.
Representation and Coordination:
• In collaboration with the Access to Justice Manager and as requested by the A2J senior technical officer, ensure Tdh’s representation before national entities (Ministry of Justice, and other national and local legal and Judicial stakeholders), ensure a smooth coordination and collaboration..
• In general, make sure that a positive and professional image of the foundation is conveyed. In particular, ensure that the foundation's mandate, ethics, values, and views are followed in relation to third party.
• Build up a network with other organizations that operate in the same field of activity.
Internal Coordination:
• Work in close relationship with other members of the project team and with other departments of the delegation and regional colleagues.
• Participate in the data analysis and reporting as related to the position.
Reporting:
• Maintain accurate and confidential legal case records in the legal tracker/database and share the reporting tools in a timely manner with the line manager.
• Support technical reporting as related to her/his scope of tasks.
Security:
• Comply with Tdh Security Regulations.
• Inform and share any incident or information related to the security of staff and beneficiaries with the line Manager
Organisational Policies:
• Respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA), and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breachs of the policy.
• Is aware of, abides by, and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal regulations, Standard Operating Procedures, and other policies.
• Participate actively in weekly and monthly coordination meetings with the line managers.
Other:
• Support the other teams and his/her line manager.
• Undertake all other duties that may be requested by the line manager and that are compatible with the job.

Job Requirements:
Academic Background:
Bachelor's Degree in Law. Master’s degree is a plus but not mandatory.
Only candidates with related/relevant educational backgrounds will be considered eligible for the recruitment process of this position.
Experience:
At least 5 years’ experience in the field of legal protection/justice.
At least 3 years’ experience in INGO, NGO at officer level with at least one year in child protection related experience.
Experience in capacity building and training.
Experience in designing and animating workshops
