Terre des hommes - Lausanne is seeking a qualified "Protection Manager" based in Beirut or BML to lead on the implementation of Tdh projects in the South.


This is a senior management position based at the Beirut head office.

The Protection Manager will be responsible for managing Tdh’s Protection Program in the South.



Job Purpose / Main Functions:

• S/he supervises and ensures the overall quality of implementation, operational management, and close follow-up of the delegations’ projects under the Protection Programme in the South.

• Manage all Protection grants in a complementary and synergistic manner, ensuring the development of a cohesive protection program for the South area, with a harmonized approach across all locations.

• S/he is responsible for the technical performance of the Senior Protection Officers in charge, being their functional line manager.

• S/he, in collaboration with the Head of Programs, supports the development of the programmatic portfolio by leveraging existing projects, promoting technical expertise, sharing lessons learned, and identifying Tdh’s added value in each intervention.

• Play an active role in Tdh’s emergency response in Lebanon, ensuring swift and effective engagement whenever an emergency is triggered.

• S/he is responsible for translating the Programmatic Priorities into practice through the execution of various projects.

• S/he is ensuring the application of the MEAL tools in the Protection program, as per the validated MEAL plans.

• Ensure a solid financial management for the Protection program budget while ensuring complementarity and co-funding across grants covering the South. Together with the involvement of the senior protection officers, maintain an updated and accurate financial forecast and records.

• S/he facilitates and supports intersectoral and /or integrated approach during the implementation of the different projects (e.g, Protection in Education, Nutrition in CP, etc.).

• S/he is responsible maintaining the relationship with local implementing partners and ensuring that they provide quality services within the partnership for each project, in close coordination with the Head of office and Head of Programs.


Job Duties & Responsibilities:

Programme implementation:

• S/he is responsible for implementing and monitoring the project's outcomes and overseeing the operational work of the Protection Programme in the South.

• In collaboration with the Head of Programs, the senior technical team, and the MENA Migration Programme Coordinator, s/he contributes to the further development of the Programme in Lebanon.

• S/he supports in designing and planning of projects’ activities and supervise their correct implementation.

• S/he ensures the quality implementation of protection projects by upholding consistent standards across all aspects of the program.

• S/he supports the application of the monitoring and evaluation tools in all the projects.

• Conduct monthly field visit to monitor quality implementation and provide key observations to the SMT.

• S/he represents Tdh’s work and projects’ outcomes at national working groups, workshops and meetings with other stakeholders and local/national authorities.



Research & Development :

• S/he actively contributes to research, need assessments, capitalization exercises and organization of events for the Protection Program in Lebanon.

• S/he supports the identification and sharing of good practices, innovative tools, and methodologies, ensuring that the senior officers have access to relevant knowledge and resources related to the programs and associated tools.

• S/he coordinates with the Technical Unit for the development of new

tools for the Protection Programs and the implementation of trainings for internal/external members.

• S/he contributes to the development of partnership with institutions: universities, research centers, local NGOs etc.

• S/he is responsible for reviewing reports addressed to donors and Tdh HQ to ensure that all approaches and implementations are accurately reflected.

• S/he participates in proposal brainstorming sessions and shares inputs to support the Head of Programs and the Grants Specialist in defining the logic of intervention.

• With support from the Head of Programs, s/he contributes to mapping/ identifying new potential stakeholders and local partners who could add value to Tdh’s intervention in the country.


Coordination & Collaboration:

• S/he participates actively in weekly and monthly program coordination meeting with the Head of Programs, Technical Unit, M&E Department, Support Departments.

• S/he ensures weekly coordination with the senior officers.

• S/he ensures M&E compliance of the overall projects with the Migration M&E frameworks in Lebanon, in collaboration with M&E department.

• S/he ensures the correct and timely flow of information within the delegation.

• S/he provides timely update and alert for the Head of Program about the needs for any amendment, cost, or no cost extension for the projects.

• S/he supports in ensuring regular communication and coordination with donors and represent Tdh in donors’ operational meetings.

• S/he coordinate with the security focal point, the South Head of Office and the Head of Program, to ensure access and information sharing.

• S/he coordinates efforts of each team and within the teams and ensures proper communications and harmonization of approaches, practices, and tools.


Personnel management / Team management:

• S/he ensures the coaching of senior officers under her/his responsibility and uses good management practices with the colleagues under her/his responsibility.

• S/he organizes key meetings within the Project Cycle Management framework, including the kickoff meeting and periodic project review meetings such as the monthly project progress meeting, after-action review, and lessons learned workshops.

• In coordination with HR, MEAL, and Logistics managers, s/he ensures that the procurement plan, MEAL plan, and recruitment trackers are established during the project's kickoff phase.

• S/he promotes the effective use of the PFU tools to ensure adequate PCM for all projects, with effective use for time and resources.

• S/he leads, advise, support, and supervise the senior officers in the implementation of projects. S/he promotes peer to peer support among different staff members.

• S/he ensures teams work and resolve the potential conflicts.

• S/he develops his/her subordinates' self-reliance and encourage collaboration.

• S/he participates in the recruitment of key programme staff in the South.

• S/he evaluates the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to the Head of Programs and HR Manager.

• S/he ensures training and achievements are monitored, as well as the development of skills.


Financial Responsibility:

• S/he ensures an efficient financial management of the grants and guarantees a monthly tracking of budgets in collaboration with the senior officers, the Head of Office, the logistics and Finance Department.


Organizational Policies:

• S/he knows and implements policies on security, child safeguarding, prevention of sexual abuse and exploitation, gender and diversity and fraud prevention.

• S/he respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy.

• S/he is aware of, abide by and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures, and other policies.

• S/he undertakes all other duties that may be requested by the line-manager

and that are compatible with the job.


Job Requirements:

Academic Background:

• University degree in Social and Political Sciences (such as Psychology, social work, Law) or other equivalent.

• Master’s degree relevant to the position will be an added value.


Experience:

• At least six years of experience at management level.

• Proven coordination experience, including different sectors.

• Proven institutional and representation experience, including in front of governmental authorities.

• Proven experience in Protection and legal protection related thematic.

• Proven knowledge of Protection in general (including case management) based on Lebanese legal framework.


Professional competencies:

• Experience in Project Cycle Management and supervision of multiple projects simultaneously, being funded by different donors.

• High level of planning, follow up and analytical skills.

• Ensures that Tdh Migration MENA programmatic priorities and approaches are visible, understood by the field staff and mainstreamed in the activities.

• Provides highly level networking and representation of the Protection Programme in the South, and very good networking and communication with highly positioned key stakeholder.

• Strongly combines strategic thinking and planning competencies.

• Strong communication skills, with high level of transparency to be demonstrated internally and externally.
