Terre des hommes- Lausanne is seeking a qualified Emergency Site Management Officer in Saida Area or surroundings.
In conflict situations, displacement of populations due to violence often leads to the establishment of camps or settlements. These camps require effective management to ensure access to basic services, safety, and dignity for the displaced. The Emergency Site Management Officer is responsible for coordinating and managing day-to-day operations within camps or informal settlements, ensuring the protection and welfare of internally displaced
persons (IDPs) or refugees, in addition to also fostering resilience among displaced populations.
Under the management of the Project Manager, the Emergency Site Management Officer will perform the following tasks:
Job Duties & Responsibilities
Site Planning and Setup:
. Support the identification, assessment, and setup of new sites for displaced populations in collaboration with relevant stakeholders.
. Ensure that camp layout and site planning adhere to humanitarian standards, including considerations for security, access to services, and infrastructure (shelter, water, sanitation, and health facilities).
. Facilitate the development of infrastructure such as access roads, drainage systems, lighting, and communal spaces.
. Coordinate the establishment of shelter units, communal areas, and service delivery points.
Camp Coordination and Service Delivery:
. Act as the focal point for the coordination of all activities and services within the site, working with various actors (government, NGOs, UN agencies).
. Ensure regular communication with service providers (WASH, Officer, health, protection, etc.) to ensure that the needs of the communities are met.
. Support the organization and distribution of emergency assistance, such as shelter materials, non-food items (NFIs), and food.
. Liaise with logistics teams to ensure the timely delivery of supplies.
. Establishing collaboration with the community groups to enhance service delivery.
Community Engagement and Participation:
. Facilitate community participation in camp management by establishing camp committees and ensuring representation from all segments of the displaced population (including women, youth, and persons with disabilities).
. Promote accountability by organizing regular meetings with camp residents to discuss issues, provide updates, and gather feedback on services.
. Encourage the establishment of complaint and feedback mechanisms, ensuring that grievances are addressed in a timely and transparent manner, while promoting mental health and psychosocial support services.
Protection and Safety:
. Ensure the safety and protection of camp residents, particularly vulnerable groups such as women, children, the elderly, and persons with disabilities.
. Work closely with protection partners to ensure that issues related to gender-based violence, child protection, and trafficking are addressed.
. Collaborate with security officer and local authorities to manage security risks and prevent unauthorized access or activities within the camp.
· Support the development and implementation of evacuation or contingency plans in case of security threats or natural hazards.
Data Management and Reporting:
· Maintain up-to-date records on camp population numbers, movements, and service delivery.
· Conduct regular site monitoring and assessments, reporting on conditions and needs to the camp coordinator and relevant actors.
· Assist in conducting vulnerability assessments and ensure that data collection and management systems are in place.
· Provide regular progress and incident reports to management, donors, and stakeholders.
Coordination and Representation:
· Act as the primary representative of the organization within the camp, ensuring that the views and needs of displaced populations are heard and addressed.
· Participate in coordination meetings with humanitarian actors, local authorities, and community leaders to ensure a cohesive response.
· Work closely with clusters and sector working groups to share information, avoid duplication, and streamline service delivery.
· Advocating for the rights and needs of displaced populations during meetings.
Site Management:
· Train and supervise national staff, volunteers, and community leaders involved in site management.
· Build the capacity of local authorities and community-based organizations to manage and maintain site operations.
· Encourage local ownership of camp management systems and promote the gradual handover of responsibilities where appropriate.
Risk Management & Security:
· Ensure that all activities are conducted in line with security protocols and that staff and camp residents are aware of safety procedures.
· Monitor security developments in and around the camp, reporting
incidents to the security officer as needed.

· Proactively identify risks (health, environmental, security) and develop mitigation strategies in collaboration
with local partners and security forces.
Organizational Policies:
· Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the PSEA policy;
. Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies
· Adheres to organizational values around diversity and inclusion in camp management.
Job Requirements:
Academic Background: Bachelor’s degree in International Relations, Social Science, Urban Planning, Disaster
Management, or related field.
Experience: At least 3–5 years of experience in camp management, site management, or emergency response, with a focus on conflict-affected or disaster settings.
Other Requirements:
o Strong knowledge of humanitarian standards and frameworks (SPHERE, Camp Coordination and Camp
Management (CCCM) Cluster guidelines).
o Proven experience in working in conflict zones, with understanding of conflict-sensitive programming and security protocols.
o Demonstrated capacity for leadership, community engagement, and coordination with multiple stakeholders.
o Experience in working with displaced populations, including refugees and IDPs.
o Excellent communication and negotiation skills, with a strong ability to work in multicultural and stressful environments.
o Fluency in English is required.
o Proficiency in Microsoft Office and other relevant tools (data management software, GIS tools)
