Terre des hommes - Lausanne is seeking a qualified Senior CP Case Worker based in Bekaa (Baalbek and Hermel districts).



Job Purpose / Main Functions:

The Senior CP Case Worker oversees and manages project implementation as a representative of Tdh, ensuring alignment with Tdh’s mandate, commitments, and international standards. They are responsible for the strategic implementation and managerial coordination of case workers, supervising CP case management activities within Tdh and with local partners. This includes ensuring effective case management processes, providing ongoing technical guidance and support to the CP Case Worker team, and validating the quality of their work.


The key responsibilities of this position are to:

• Oversee and provide individual CP case management for children and youth at high risk, ensuring full adherence to established case management steps, tools, and procedures.

• Support families and caregivers, ensuring their meaningful engagement throughout the case management process.

• Promote effective communication and coordination with caseworkers and external service providers involved in case management.

The Senior CP Case Worker upholds strong ethical standards and professionalism, fostering an environment where children and their families are empowered to participate actively in their development. They contribute to strengthening social ties, promoting community solidarity, and enhancing the resilience of families and communities.


Job Duties & Responsibilities:


Programme planning and implementation:

• Leads the development of detailed activity plans in collaboration with the Senior CP Officer, taking into account program priorities, budget limitations, staff capacity, and identified needs.

• Ensures the identification, documentation, analysis, and appropriate response to protection needs, and implements measures to mitigate Child Protection (CP) risks. Conducts monthly reviews of open cases to ensure regular supervision and proper follow-up.

• Supervises the CP Case Worker team by assigning tasks based on priorities and providing support to ensure effective implementation of project activities and objectives.

• Contributes to identifying cases of neglect, abuse, exploitation, and coercion. Ensures timely reporting of identified cases to case workers and manages referrals received from the community.

• Ensures adherence to National SOPs, guidelines, referral pathways, the Child Protection Minimum Standards, Tdh’s Code of Conduct, and humanitarian and CP principles.

• Integrates gender, age, protection, and environmental considerations into program design, implementation, and reporting. Ensures activities address the needs of vulnerable groups, including Unaccompanied and Separated Children (UASCs), Children Associated with Armed Groups and Armed Forces (CAAFAGs), and children with disabilities.

• Supervises and monitors the case management process to ensure that all cases receive the necessary care and support. Promotes the mainstreaming of child protection principles across activities.

• Ensures that child safeguarding concerns and protection needs are raised safely and promptly through appropriate communication channels. Ensures children and families are informed about safeguarding and know how to report concerns, while maintaining confidentiality and dignity.

• Ensures all activities are safe, appropriate to the security context, culturally accepted, and non-harmful. Communicates any emerging concerns in a timely manner.

• Provides regular briefings on child safeguarding and appropriate conduct with children to all case management staff, ensuring any concerns are reported and addressed without delay


Information management and monitoring:

• Regularly document cases using case notes and other approved forms.

• Communicate effectively with other caseworkers and service providers to advocate, collaborate, and facilitate referrals in the best interests of children.

• Update databases/CPIMS+ to ensure comprehensive and accurate case records and review the case workers’ entries on CPIMS+.

• Provide regular field reports, protection monitoring reports, and project progress updates to the line manager.

• Ensures accurate documentation of cases by reviewing files and databases, maintaining confidentiality, and ensuring compliance with data protection and information-sharing protocols.

• Contributes to maintaining an up-to-date service mapping of local service providers and ensures case workers are informed about available services.

• Organizes and leads weekly case management meetings with the CM team to share key field updates, sector information, and relevant upates from management.

• Provides support for individual cases as needed and ensures continuous monitoring of all aspects of case management services.

• Facilitates and participates in case conferences for complex cases, ensuring the engagement of all relevant stakeholders.

• Monitors case documentation by reviewing files and databases, compiling data, and identifying trends in case management.

• Reviews staff caseloads to ensure they are balanced and manageable, and communicates any concerns or challenges to the line manager.

• Provides regular updates to other Tdh departments and programs to strengthen collaboration and promote child protection mainstreaming across teams.

• Leads data collection for needs assessments, baseline studies, and periodic evaluations, and provides feedback on findings to relevant stakeholders.


Reporting:

• Ensures proper data collection and secure data storage for all activities, and prepares timely weekly, monthly, and quarterly activity reports. Supports the line manager in submitting internal and donor reports according to the required schedule.

• Reviews and updates the action plan and budget with the line manager to guide future activities, spending, and any necessary adjustments to planned expenditures.

• Identifies any major discrepancies or delays in project implementation and reports them immediately to the line manager.

• Maintains accurate records of expenditures and provides regular financial updates to the line manager.


Organisational Policies:

• Adhere to Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Protection from Sexual Exploitation and Abuse (PSEA) Policy, and Gender and Diversity Policy and its principles of child protection, ensuring these principles are upheld and promptly notifying the CSP/PSEA Focal Point of any potential breaches.

• Remain aware of, comply with, and promote the practices and values outlined in all other Tdh policies and procedures, including Internal Regulations, Standard Operating Procedures, and related policies.

• Actively participate in weekly and monthly coordination meetings with the line manager.


Other:

• Provide support to other teams and to the line manager as needed.

• Perform any other duties requested by the line manager that are aligned with the role and its responsibilities.

• Attends and actively participates in key coordination forums, including cluster meetings, governmental coordination meetings, Tdh internal meetings, and bilateral meetings, to ensure effective coordination and information sharing.

• Represents Tdh in local initiatives within their geographic area of responsibility, ensuring that a positive and professional image of Tdh is upheld. Ensures that Tdh’s mandate, thematic policies, ethics, values and principles are consistently applied when engaging with external stakeholders.

• In the event of an emergency, demonstrates flexibility and adaptability in response to evolving circumstances. Ensures that interventions remain relevant and aligned with Tdh’s contingency and response plans while addressing the specific needs and risks related to child protection (CP). This includes adjusting strategies to meet urgent protection needs, ensuring access to resources and support for vulnerable populations, and adapting the duty station when necessary to provide effective assistance in affected locations.



Job Requirements:


• Academic Background:

o A Bachelor’s degree in a relevant field (e.g., Psychology, Social Work…) is required. A Master’s degree is a plus but not mandatory.

o Only candidates with directly related and relevant educational backgrounds will be considered eligible for the recruitment process for this position.


• Experience:

o At least 5 years of relevant work experience in social work and case management interventions, including experience working with children and youth exposed to abuse, violence, and exploitation, preferably with an INGO.

o Previous experience supervising, mentoring, or training Case Workers.

o Experience in capacity building of staff on case management.


• Technical Competencies:

o Strong knowledge of CP and GBV principles and practices.

o Experience working with children, adolescents, youth, caregivers, and families from diverse backgrounds.

o Skills in quality assurance, monitoring, and reporting.

o Ability to contribute to innovation and development initiatives.

o Proficiency in computer applications and tools.

o Respect for and adherence to the institutional framework and organizational policies.

o Ability to work afternoon and night shifts 2–3 times per week.

o Culturally sensitive and able to work effectively with diverse communities.

o Flexible and able to work under pressure, particularly when responding to high-risk cases.


• Other Skills:
