Terre des hommes - Lausanne is seeking a qualified Logistics Officer base in Beirut to ensure effective fleet,

warehousing, and assets management for the Delegation.



Under the direct management of the Senior Logistics and Security Manager, the Logistics officer ensures the proper implementation and compliance of all logistics activities in accord-ance with Tdh procedures, donor requirements, and national regulations.


S/he contributes to efficient operations through effective fleet, warehousing, and assets.

S/he will be in charge of:

• Ensuring full compliance with Tdh logistics policies, SOPs, and donor regulations.

• Managing day-to-day fleet operations, vehicle follow-up, and movement planning at country level.

• Manage warehousing and stock management, ensuring proper storage, security, and documentation on country level.

• Supporting base-level security procedures and staff movements, in line with country security protocols.

• Contributing to the capacity-building of drivers and logistics staff under his/her area.

• Preparing and submitting accurate reports on logistics activities to the Senior Logistics and Security Manager.

• Performing other related duties as assigned by the line Manager.


Specific responsibilities


Fleet Management

• Manage and organize the Country fleet, including vehicles, drivers, and daily move-ment plans.

• Ensure compliance with Tdh fleet management procedures.

• Prepare and share weekly movement plans for validation.

• Monitor fuel consumption, mileage, and maintenance needs of the Country vehicles, and report to the Senior Logistics and security manager.

• Ensure that vehicles are properly equipped, serviced, and meet safety and security standards.

• Provide briefings and support to drivers on security and fleet policies.

• Prepare proper filing mechanism for all the Country fleet.

• Prepare and send all fleet related reports and payments by the end of each month to the Senior Logistics and Security Manager.


Warehouse / Stock Management

• Ensure stock reconciliation with program outputs (donations, distributions).

• Ensure goods physical management (warehousing, manage the flow of merchandise).

• Guarantees the traceability on all stock movements by ensuring that all documentation linked to stock is complete and correct (validations, forms, etc …).

• Oversees, analyzes the monitoring of consumption, guarantees the absence of stock outs.

• Ensures the archiving of all documents related to stock management.

• Ensure regular inventories, update of stock management tool and stock reports.

• Ensure adequate buffer stock levels based on operational needs.

• Prepare and submit inventory reports on time.


Assets :


• Implement Tdh equipment management procedures (tagging, tracking, maintenance).

• Maintain updated equipment/asset list and ensure accurate assignment forms.

• Support the identification of equipment needs for programs and office.

• Monitor equipment performance, maintenance, repairs, and replacements.

• Ensure IT devices are inventoried, tagged, and registered on SharePoint as applicable.

• Support annual asset inventory and contribute to yearly asset disposal plan.



Reporting

• Prepare monthly fleet, fuel, and stock reports for the bases.

• Share warehouse updates the Senior Logistic and security manager.

• Ensure proper handover notes in case of leave or end of contract.

HR management :


• Follow up with the logistics team under his/her supervision.

• Supervise the logistics team under his/her supervision.

• Conduct annual evaluation for members of the logistics team under his/her supervision.

• Participate in formal team meetings at regular intervals.


Logistics Documentation & Compliance


• Ensure logistics documents are archived systematically (soft and hard copies).

• Ensure templates and SOPs are used consistently and correctly by all staff.

• Participate in internal control checks and support corrective measures.

• Assist in preparing logistics documents for audits.

• Ensure full compliance with internal rules and donor regulations.


Institutional projects


• Based on ad hoc need and request from the line manager participate and contribute to institutional projects (fleet reports, carbon footprint, etc…)


 Requirements

Training/Qualifications:

Technical Degree (or higher) in Logistics / Finance / Administration or a any other relevant study


Experience:

At least 5 years of experience in Logistics –, with experience in a super-visory role.

Experience working in a humanitarian setting is highly preferable.

Experience in an emergency or unstable security context.

Experience in team management and experience in training/capacity building desired.

Mastery of logistics procedures.

Mastery of donor procedures (ECHO, OCHA, SDC, UNICEF, etc.).

Languages Native Arabic, Fluent in English.

IT Knowledge Mastery of the usual tools



Working Conditions

• Travel: Frequent travel to field locations, including remote and high-risk areas, is required.

• Physical Requirements: Ability to work long hours in a challenging environment with limited re-sources and infrastructure.

• Work Environment: May require working in conditions of high insecurity and/or health risks.
