The Protection Specialist is responsible for the technical oversight, management,

and quality assurance of Tdh Lebanon’s Gender-Based Violence (GBV), Child

Protection (CP) and Legal Protection programming portfolio. The role includes

developing and implementing strategies, tools, supervision and

capacity-building initiatives to ensure the delivery of high-quality and

evidence-based protection prevention and response interventions.

Purpose / Main technical Functions:

He/she is responsible to:

  • Coordinate the technical unit, composed

of several cross cutting technical positions: CP, GBV, MHPSS and Access to

Justice Senior technical officers.

  • Provide technical support and expertise

in Child Protection (CP), Gender-Based Violence (GBV), Legal Protection, Mental

Health Psycho-social Support (MHPSS), Case Management, and Psychosocial

Support (PSS) by developing effective intervention models for these areas, including the

development of tools, guidelines, training handouts.

Program Management and Development   

  • Knowledge sharing : ensure the

development and dissemination of knowledge, technical expertise, and tools in

the field of CP, GBV, MHPSS and legal protection;   

  • Ensure quality and of alignment of

projects : ensure standards/good practices are applied throughout Tdh

protection program,  while also ensuring that the tools and

approach are harmonized across all geographical areas of intervention.

  • Oversee the development and implementation of the technical action plan, ensuring its

integration into the project cycle management for all projects.  

  • Ensure that all required tools and minimum standards (both internal institutional and

international) for protection interventions are in place and effectively utilized.   

  • Propose the development of programmatic area or adjustments in line with Tdh mandate, Tdh

global guidance and needs.  

  • Contribute to the development of new proposals, situational analysis, and other

reference documents, providing technical input and quality assurance to

ensure that protection priorities are effectively represented.   

  • Validate the training plan and handouts developed and implemented by the senior technical

officers to Tdh staff, partners and other concerned actors.    

  • Facilitate technical exchange and capacity-building initiatives from Tdh to local

partners, aligned with their identified needs and strategic priorities.


Training Resource Information Management   

  • Support the technical unit in planning and leading trainings and capacity building efforts on CP, GBV and MHPSS addressed to Tdh staff and local/national partners.   
  • Support the development and validate technical documents and training materials developed

by the senior technical officers   

  • Ensure the monitoring of training is implemented   
  • Ensure keeping accurate training records that are comprehensive and up-to-date.  
  • Update Tdh library (electronic and hard copies) on technical tools, training and topics

of interest to Tdh Lebanon


Coordination

    

  • Lead, advise and support the members of the technical team     
  • Participate and contribute regularly to the Quality program Coordination Meeting. 
  • Facilitate good communication between the staff under his/her responsibility and the

project teams; Ensure the team works well together (resolve existing or

potential conflicts) and collaborate properly with programs’ teams. 

  • Organize meetings with the technical team and coordinate closely with the program

manager and project managers 

  • Ensure the technical validation of operational partners in close collaboration with the

technical team. 

  • Collaborate and coordinate with regional Programme coordinators and the Head of Programs

to develop and validate the technical plans 

aligned with the Tdh’s strategic commitments.  

  • Ensure Tdh actively participates and well represented in national and local thematic coordination

working groups by sharing good practices, lessons learned, recommendations,

and well-developed tools (including requests for sectors’ endorsement).


Quality Monitoring     

  • Continuously monitor and ensure that Tdh’s response aligns with the

tools and methodologies endorsed at the sectors’ level.  

  • Conduct field visits (minimum 2 days per months) to

ensure quality implementation by Tdh teams and local implementing partners,

ensuring compliance with international and Tdh standards and practices. 

  • With the support of the senior technical officers team, establish and implement a

regular technical monitoring mechanism for local subgranted partners to

ensure quality implementation.     

  • Closley coordinate with the MEAL unit in order to monitor and track all trainings and

ensure quality implementation on field.

  • Collaborate with MEAL to put in place ethical and safe monitoring and evaluation tools

(qualitative and quantitative). 

  • Document and disseminate good practices, lessons learned, and other MEAL aspects of programming.

ensuring the policy’s implementation and prompt notification of the CSP Focal

Point with any information regarding potential breachs of the policy;

  • Is aware of, abides by and promotes the practices and values set out in all other Tdh

policies and procedures such as the Internal Regualtions, Standard Operating

Procedures and other policies.

  • Undertake all other duties that may be requested by the line-manager and that are

compatible with the role.



Other   

  • Consistently and proactively monitor/assess the safety and security of field teams;

promptly reporting concerns or incidents to Tdh management and security

department.


Cosnultancy Requirements:

Academic Background: Master

  • degree in Social Work, Social Science,  Humanitarian/ NGO management; protection related fields; International Development or Affairs, Finance, Business or related field; Advanced degree a

plus.


Experience: 6-8 years work experience with INGOs or NGOs, at least 3 years in a senior role


Professional Competencies:

o   Proven experience in child protection, legal protection, GBV and/or PSS

o   Demonstrated experience in capacity development, mentoring and staff development

o   Strong understanding of humanitarian protection principles and standards

o   Demonstrated organizational, management and reporting skills;

o   High level of planning, follow up and analytical skills

o   Representation:participation in working groups, representation/presentation skills, public

speaking.
