Terre des hommes - Lausanne is seeking one qualified protection Specialist based in Beirut with frequent movement to the field offices and locations.
The Protection Specialist is responsible for the technical oversight, management, and quality assurance of Tdh Lebanon’s Gender-Based Violence (GBV), Child Protection (CP) and Access to Justice programming portfolio. The role includes developing and implementing strategies, tools, supervision and capacity-building initiatives to ensure the delivery of high-quality and evidence-based protection prevention and response interventions.
Purpose / Main technical Functions:
He/she is responsible to:
- Coordinate the technical unit, composed of several cross cutting technical positions: CP, GBV, MHPSS and Access to Justice Senior technical officers.
- Provide technical support and expertise in Child Protection (CP), Gender-Based Violence (GBV), Access to Justice, Mental Health Psychosocial Support (MHPSS), and Case Management by developing effective intervention models for these areas, including the development of tools, guidelines, and training packages.
Program Management and Development
- Lead the development, contextualization,and dissemination of technical guidance, tools, and methodologiesacross Child Protection (CP), Gender-Based Violence (GBV), MHPSS, and Access to
Justice.
- Ensure the consistent application and harmonization of protection standards, approaches, and tools across all areas of intervention, in line with internal and international standards.
- Lead the development and implementation of the Protection Technical Action Plan, ensuring its integration across all phases of the project cycle.
- Ensure that protection tools, SOPs, and minimum standards are in place, regularly updated, and effectively used by program teams.
- Contribute to strategic program development by identifying gaps, proposing new programmatic areas, and
- adapting interventions in line with organizational priorities and evolving needs.
- Provide technical input and quality assurance for proposals, situational analyses, needs assessments, risk
- analysis, and program design, including in emergency contexts, to ensure strong integration and positioning of protection across all interventions and sectors.
- Support the design and adaptation of protection interventions in line with evolving contexts and emergency response priorities.
- Identify and support the integration of digital solutions and data management systems to strengthen protection
- programming, improve data quality, accessibility, and service coordination.
- Ensure all technical curricula,guidelines, and manuals are contextualized and aligned with national
frameworks and standards.
- Review and provide technical input into field-level job descriptions to ensure alignment with technical standards and program quality requirements.
- Provide technical leadership on Child Protection Case Management, including chairing or supporting case management committees and guiding complex case decisions.
- Facilitate technical exchange and capacity strengthening initiatives for staff and local partners, aligned with identified needs and strategic priorities.
- Ensure the integration of protection principles and protection mainstreaming across all sectors and interventions.
Capacity Building and Information Management
- Support the planning, coordination, and delivery of capacity building and training
initiatives on Child Protection (CP), GBV, and MHPSS for staff and local/national partners.
- Review, validate, and ensure the quality of technical documents, guidelines, and training materials developed by technical staff.
- Ensure training monitoring and evaluation mechanisms are in place, including pre/post tests, feedback tools, and training reports, and that training records are accurate, comprehensive, and up to date.
- Identify capacity gaps and develop targeted capacity building plans for staff and partners.
- Integrate safeguarding, PSEA, and data protection principles into trainings and capacity building initiatives.
- Maintain and regularly update the organization’s technical resource library (electronic and hard copy), including tools, guidelines, training materials, and key technical resources relevant to protection programming.
- Promote knowledge sharing and learning across teams and program locations, including
the documentation of lessons learned and best practices.
Coordination
- Provide technical leadership and guidance to the technical unit, ensuring coherence and quality of protection approaches and interventions.
- Participate in and contribute to internal program quality and coordination meetings to ensure strong integration of technical priorities across projects.
- Facilitate effective communication and collaboration between the technical team and program implementation teams, and support the resolution of technical challenges and coordination issues.
- Organize and lead regular technical coordination meetings and maintain close coordination with Program Managers and Project Managers to ensure alignment between technical guidance and program implementation.
- Ensure the technical review and validation of operational partners and their protection approaches, tools, and methodologies, in coordination with the technical team.
- Ensure effective technical coordination and integration of protection across sectors to promote safe, inclusive, and conflict-sensitive programming.
- Coordinate with regional program coordinators and the Head of Programs to develop, align, and monitor technical plans in line with organizational strategy and technical frameworks.
- Represent the organization in national and sub-national protection coordination forums and technical working groups, ensuring active participation through sharing of tools, good practices, lessons learned, and technical recommendations.
Technical Quality Assurance and Monitoring
- Ensure that protection interventions are implemented in line with endorsed sectoral tools, methodologies, and inter-agency standards.
- Conduct regular field visits to monitor the quality of implementation by program teams and partners, and ensure compliance with internal and international protection standards.
- Establish and oversee technical monitoring, supervision, and coaching mechanisms for staff and sub-granted partners to strengthen quality and consistency of implementation.
- Work closely with the MEAL unit to ensure effective tracking of capacity building efforts and to assess the application of learning in program implementation.
- Collaborate with MEAL to design and implement safe, ethical, and protection-sensitive monitoring and evaluation tools (both qualitative and quantitative).
- Analyze findings from monitoring activities and provide technical recommendations to improve program quality and effectiveness.
- Ensure the documentation and dissemination of good practices, lessons learned, and key findings to support organizational learning and program improvement.
- Ensure all protection interventions and monitoring processes adhere to safeguarding, PSEA, confidentiality, and data protection standards.
- Support the development and implementation of safe and ethical information management and data sharing protocols.
- Use monitoring findings and data analysis to inform program improvements, decision-making, and adaptive management.
Organisational Policies
- Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring
- the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breachs of the policy;
- Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regualtions, Standard Operating Procedures and other policies.
- Undertake all other duties that may be requested by the line-manager and that are compatible with the role.
Other
- Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Tdh management and security departnent.
Cosnultancy Requirements:
Academic Background: Master degree in Social Work, Social Science, Humanitarian/ NGO management; protection related fields; International Development or Affairs, Finance, Business or related field; Advanced degree a plus.
Experience: 6-8 years work experience with INGOs or NGOs, at least 3 years in a senior role
Professional Competencies:
o Proven experience in child protection, legal protection, GBV and/or PSS
o Demonstrated experience in capacity development, mentoring and staff development
o Strong understanding of humanitarian protection principles and standard
o Demonstrated organizational, management and reporting skills;
