Senior Finance Officer

Terre des hommes - Lausanne is seeing a qualified Senior Finance Officer based in Beirut.

Position Summary

The Senior Finance Officer is responsible for ensuring effective financial management, compliance, and reporting for the delegation. This includes overseeing financial transactions, monitoring partner budgets,

ensuring adherence to donor and internal regulations, and providing technical support to the finance team.

Main Responsibilities

Financial Management & Compliance

• Ensure that all financial operations are conducted in compliance with TdH and donor financial policies and procedures.
• Supervise the preparation of monthly financial reports ( FMT) and ensure timely submission to coordination or HQ.
• Review and validate accounting entries, supporting documents, and reconciliations prepared by the Accountant.
• Monitor expenditures and verify that they align with approved budgets and funding allocations flag any possible under or over spending.

Budgeting & Partner Follow-up

• Lead on monitoring partner financial reports and budgets, ensuring compliance with partnership agreements.
• Provide capacity-building and guidance to partners on financial reporting, documentation, and donor requirements.
• Review partners’ expenditure reports, follow up on discrepancies, and ensure timely liquidation of advances.
• Contribute to budget preparation and revision exercises for new and ongoing projects.

Audit & Internal Control

• Support the preparation and coordination of external and internal audits, ensuring all documentation is accurate and accessible.
• Strengthen internal control systems and propose improvements in financial processes.

Team Supervision

• Provide technical supervision to the Accountant and Finance Assistant, ensuring smooth workflow and adherence to deadlines.
• Support performance management and capacity building within the finance team.

Qualifications

• Bachelor’s degree in Accounting, Finance, or related field (Master’s preferred).
• Minimum 5 years of experience in finance, including at least 2 years in a similar role within an INGO.
• Strong understanding of donor regulations (ECHO, UNICEF, SDC, etc.).
• Proficiency in financial software (SAGA or equivalent) and advanced Excel skills.
• Strong analytical, communication, and leadership skills.
