Job Purpose / Main Functions:
The Senior Technical Programme Officer is responsible to:
· Support the development of the professional competencies of all staff on CP/GBV Case Management thematics and contribute to adult learning aspects through coaching and technical supervision of the field staff and mainly case workers
· Coordinate with staff and partners primarily but also with project managers and program manager more widely and ensure that their work is carried out according to national and inter-agency standards and guidelines.
· Conduct an assessment of Tdh’s services, mechanisms and tools, contextualize and apply the existing programmatic models of actions and develop accordingly additional manuals,curriculums and standard operating procedures.
· Ensure the protection monitoring and regular reporting to different reporting mechanisms (internal and external)
CP/Case Management strategy and models of actions
· Ensure high quality of case management services are being implemented by reviewing and adapting the content of curriculums, manuals, model of actions and guidelines
· Contribute to the development of manuals and curriculums based on needs.
· Responsible for contextualization and sharing of manuals and curriculums related to CP/GBV Case Management.
· Contribute to the training design and ensure the process of adult learning takes place effectively.
Staff and Partners Capacity Building and Development
· In coordination with the Head of Programmes and other Senior Technical Programme Officers, identify training and development needs for Tdh staff and for partners, through capacity building and needs assessment analysis, annual performance review documents and regular consultation with project managers and programme manager but also M&E department.
· Develop effective induction packages for new team members.
· Produce training materials for in-house courses on CP/GBV Case Management and other related aspects.
· Design training monitoring and evaluation tools.
· Design a training strategy and a capacity building packages for the local partners.
· Deliver and facilitate training sessions for TDH staff and partners, as per the CP/GBV program technical plan.
· Contribute to the creation of capacity building process.
· Contribute to the development of proposal activities, in line with TDH Therory of Change for CP.
Staff and partners on the job technical support
· In Coordination with the Project Manager, contribute technically to CP case management meetings on weekly level.
· Contribute to case conferences for complex and high risk CP/GBV Case Management cases.
· Directly communicate effectively with other officers and key stakeholders in order to regularly report trends, gaps, opportunities and needs and advocate for the best interests of children.
· Support the safe space team through the provision of coaching and technical support and guidance.
· Ensure that staff implement and respect best-practice and international standards on CP/GBV Case Management prevention and response, whilst ensuring they are contextualised to the needs of beneficiaries.
· Coordinate with other Senior Technical Programme Officers and staff in terms of referral and mutual activities.
· Conduct a regular audit on CP/GBV Case Management best practices and usage of tools.
· Participate in the evaluation and appraisals of the field staff.
· Participate in the recruitment of the field staff.
Training Resource Information Management and Development
· With the support of the Head of Programmes involve in the development of a Tdh library (electronic and hard copies) on training and coaching methodologies, practices, materials and topics of interest to Tdh Lebanon.
· Develop a dissemination plan with the support of Programme Manager and Head of Programmes for the mentioned materials and tools.
· Form links and develop ideas to promote practices based on information of Tdh’s programmes with relevant Lebanese and Palestinian child protection focused organizations or institutions.
· Contribute to the definition of priorities under the National Plan of Action (PoA) for the delegation and ensure the implementation of the CP and GBV CM priorities.
· Provide regular updates to the Head of Programs and the regional CP and Migration coordinator about the progress in the PoA.
Coordination & Representation
· Attend cluster meetings (Case Management Task force, and redirect the needed programs and messages to the staff and share the meeting results with involved staff.
· Represent TDH in the CM Task Force, providing updates on TDH CM programming and approach. Share any relevant information gathered from CM Task Force meetings in writing with the Head of Programs and concerned colleagues.
· Submit timely technical monthly reports
· Prepare monthly updates for the systematic coordination meeting with the Head of Programs
· Coordinate with all key CP stakeholders.
· Respresent the organization in different researches, focus groups discussions, round tables etc.
· Contribute to analysis and case study exercises that TDH can use for presentation at national/international forums.
Other
· Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Tdh management.
· Ensure any child safeguarding concerns are reported and addressed immediately.
· Ensure the protection monitoring and regular reporting to different reporting mechanisms (internal and external)
· Being focal point for the emergency hotline 24/h and referring the cases to Case Worker Team Leader for follow up.
· Other duties as assigned by the supervisor to enable and develop Tdh programmes.
Organisational Policies
· Respect the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breachs of the policy.
· Is aware of, abide by and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regualtions, Standard Operating Procedures and other policies.
· Participate actively in weekly and monthly coordination meeting with the line managers.
Job requirements
Academic Background: Bachelor’s degree in relevant field (Social Work, or Social Sciences, etc). Relevant Master Degree will be an asset.
Experience: At least 5 years of experience in humanitarian work in CP/GBV sectors.
At least 2 years of experience in technical development of tools and guidelines.
Professional Competencies:
o Familiarity with Child Protection frameworks and approach preferred;
o Good knowledge of the Child Protection and GBV Sectors in Lebanon
o Very good knowledge in adult learning.
o Good knowledge in M&E tools and guidelines.
o Demonstrated experience in capacity development and mentoring.
o Familiarity with the Project Cycle Management
