About the Role:


First Iraqi Bank (FIB) is looking for Financial Control Section Head to support and enhance the Bank’s digital banking channels and integration services.The role involves responsible for managing and overseeing financial control activities to ensure the accuracy and integrity of financial processing, records, and

reports. The role includes monitoring compliance with approved financial policies, controls, and delegated authorities, as well as reviewing reconciliations, accounts, discrepancies, and exceptional cases. The position

also supervises the section’s team and follows up on the resolution of observations and control weaknesses in coordination with relevant departments,thereby enhancing the reliability of financial information and the

effectiveness of the internal control environment.


Key Responsibilities:


Manage and organize the activities of the Financial Control Section, assign tasks, and follow up on execution in accordance with the work plan, priorities, and approved timelines.


Review financial operations,processes, and records to ensure their accuracy, completeness, and compliance with approved policies, standards, and authorities.

Follow up on periodic settlements and reconciliations of accounts and balances and verify that discrepancies and outstanding items are addressed within the specified timelines.


Review financial entries,adjustments, and settlements within the scope of authority, and ensure the availability of supporting documents, approvals, and evidence.


Monitor the implementation of financial controls, segregation of duties, and authority limits, and identify any violations oexceptions and escalate them in accordance with procedures.


Follow up on outstanding or unusual accounts and items, analyze their causes, and coordinate with the relevant parties to address and close them.


Contribute to reviewing the accuracy of financial reports, statements, and information before they are submitted or used in management and regulatory reporting.


Conduct the necessary control analyses to identify deviations, errors, or unusual patterns, and submit the findings and recommendations to the direct supervisor.


Coordinate directly with the external auditor and provide the required data, documents, and clarifications, and follow up on observations issued by internal and external audit and regulatory authorities related to financial control,ensuring the implementation of remediation plans and closure of observations within the specified timelines.


Coordinate with Accounting,Treasury, Operations, Branches, Risk Management, Compliance, and Audit on

matters requiring financial treatment or verification.

Participate in the development and review of financial policies, procedures, and controls, and propose improvements that reduce errors and enhance control efficiency.


Prepare periodic reports on control results, discrepancies, outstanding items, risks, observations,

and corrective actions, and submit them to the relevant management.


Supervise section employees, review the quality of their work, provide guidance, monitor performance,

and identify training and development needs.


Ensure that records, documents,and review evidence are maintained in an organized, secure, and traceable

manner, and maintain confidentiality of financial and banking information.

 


Requirements & Qualifications:

 

Bachelor’s degree in accounting, Finance, Banking and Financial Sciences, or a related field. Arelevant professional qualification or certification in accounting or financial

control is preferred.

  

Typically, a minimum of 5 years of practical experience in accounting, finance, or financial control

within the banking or financial sector, with supervisory experience preferred,

along with practical experience in coordinating and dealing with external auditors

and external audit requirements.


Strong knowledge of accounting, internal control, settlements, reconciliations, and financial

analysis; proficiency in English; advanced proficiency in Excel; ability to use Jira with technical knowledge of tracking tasks and cases through the system;and experience in using ERP systems, in addition to accuracy, analytical skills, problem-solving, report preparation, team management, and prioritymanagement.
