Terre des hommes - Lausanne is seeking four qualified Alternative Care Caseworkers based in Tyre for or surroundings for one of its projects in the far South.
Job Purpose / Main Functions:
The Alternative Care Case Worker will operate within established Child Protection Standard Operating Procedures (SOPs) under the direct supervision of the Senior Child Protection Officer and the guidance of the Senior Child Protection Technical Officer. This role is responsible for managing cases of vulnerable children who fall under the alternative care framework, regardless of nationality or legal status, including nationals, residents, refugees, internally displaced persons (IDPs), returnees, and undocumented individuals within the South Lebanon region.
The Case Worker will work closely with the child and relevant support networks, including biological and extended family members, neighbors, friends, host communities, host families, institutions, and other service providers or NGOs. The primary focus is on family-based or supervised independent living arrangements, requiring frequent and comprehensive follow-ups to ensure the child’s well-being and protection.
In an ethical and deontological approach, the aiternative care case worker helps to create conditions for children to have the means to be active in their own development and to strengthen the social links and solidarity where they live but also to enhance their resilience
Job Duties & Responsibilities:
Case Management of Vulnerable Children in Need of Appropriate Alternative Care Support/Solutions:
• Responsible for identifying cases, conducting outreach, and raising awareness on alternative care among NGOs, including disseminating the appropriate referral pathways.
• Assess the child's current social, biological, and psychological situation, evaluating improvements, potential risks, supporting social environment, and inherent positive traits.
• Conduct comprehensive screening assessments of prospective host families, checking references, family viability, and ensuring a suitable matching process.
• Refer cases to relevant services and maintain regular outreach, updating, and disseminating information to service providers and the team.
• Follow up on children at risk of separation, as well as separated and unaccompanied children and at-risk families.
• Develop multiple and flexible case plans, including one for the child, one for the current caregiver, and one for the biological family, when applicable.
• Provide cash assistance in accordance with national cash standards and ensure proper follow-up on its usage.
Data Management:
• Regularly document cases using case notes and other agreed upon forms.
• Update databases / CPIMS+ to ensure a comprehensive record of the case.
• Ensure that data collection and storage respect data protection protocols and confidentiality principle.
• Regularly provide field reports, protection monitoring reports and reports related to project progress to your line manager.
Coordination and representation:
• Directly communicate effectively with other caseworkers and service providers in order to advocate, collaborate and make referrals according to the best interests of children.
• Regularly attend case management meetings and relevant case conferences at field level.
• In addition to the case management team, collaborate closely with other members of the Child Protection team, ensuring smooth coordination and referrals.
Organisational Policies:
• Respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breachs of the policy.
• Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regualtions, Standard Operating Procedures and other policies.
• Undertake all other duties that may be requested by the line-manager and that are compatible with the job.
• Participate actively in weekly and monthly coordination meeting with the line managers.

• The Child Protection Case Worker is expected to be present and available in case of emergencies, ensuring timely response and support to affected children and families. Given the nature of emergency contexts, the role requires flexibility in working hours and location of implementation, which may be adjusted based on the evolving situation and operational needs.
Job Requirements:
• Academic Background:
Bachelor’s Degree in Sociology or other relevant degree.
• Experience:
1. Two years of experience in child protection case management.
2. - Expertise in supporting at-risk children and families, with hands-on experience in case management during emergency response situations.
3. - Additional training in communication, reporting, and social policies is an asset.
4. - Proficient in using IMS systems for data management.
5. - Strong understanding of Lebanon's social welfare systems and child protection mechanisms.
6. - Participated in specialized training on alternative care and other child protection-related topics.
7. - Experience working with separated and unaccompanied children.
8. - Skilled in concise and comprehensive reporting, particularly for UPEL submissions.
9. - Capable of drafting and submitting weekly and monthly reports, developing schedules, and collecting data efficiently.
