Terre des hommes - Lausanne is seeking a qualified Humanitarian Access and Safety & Security Officer based in Beirut.
Main Responsibilities
Under the direct supervision of the Senior Logistics and Security Manager, the Humanitarian Access and Safety & Security Officer will be responsible to support the safe, effective and efficient access to and by people in need of humanitarian assistance, in line with humanitarian principles, through information and procedure management, direct support to staff, negotiation, and monitoring. The HASSO is responsible to monitor the overall security situation, enforce security regulations and provide sound and timely advice to TDH Lebanon staff and management.
He/she will be responsible for reviewing and maintaining updated security measures in all Tdh bases, under the management of the Senior Logistics and Security Manager, in order to ensure the safety and security of designated properties, assets, personnel, and visitors. He/she will ensure the security systems and procedures are effective and functional and will duly and timely report any concerns and exchange on Access, security and safety related matters.
He/she will provide advice to the senior management team on security issues in the areas of operation, ensuring that needed safety and security assessments and information gathering are conducted regularly. He/she should Immediately report all breaches of safety and security procedures and all incidents to Tdh Senior Logistics and Security Manager.
He/she maintains and develop a strong and diverse security network and relations with UN agencies, NGOs and other external actors to gain security information and prepare security updates and reports as required
Specific responsibilities
Security Management:
• Represent the organization on security and access-related issues when liaising with the local administrations.
• Keep informed of any changes in the administrative procedures for obtaining documents.
• Establish or reinforce relations with the representatives of the different administrative services.
• Meet with the representatives of the different administrative services as often as necessary to obtain documents or solve problems.
• Identify and develop functional contacts and relationships with key stakeholders (i.e., local authorities, security actors, ISF, civil police, municipal police and LAF etc.).
• Carry out security check-ups and clearances for expatriate/international and national staff prior to their movements to the field.
• Ensure clear and broad communication of security guidelines, rules, regulations, and standard operating procedures (SOPs).
• Provide support and guidance to the base management in dealing with security related incidents that arise with external parties and/or security members and setting meetings and actions as per incident management procedures.
• Perform other related duties upon request to support the line manager.
• Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
INFORMATION
• Monitor the evolving situation in the area of operations in coordination with other actors as per country and program guidelines and provide timely security updates and advisories to relevant staff.
• Facilitate access to operations through the provision of dependable advice to staff and managers.
• Act as the local focal point for security co-ordination and information sharing between the relevant actors within the area of operations.
• Collect, verify, analyze and report security-related information that affects, or may affect, Tdh operations.
• Establish a network of contacts and represent the Tdh at security meetings.
• Conduct Security Checks for all Tdh candidates who reach the interview stage of the recruitment process.
• Conduct security briefings for all visitors/field missions and new staff members
• Training on security procedures as required for Tdh staff as well as coordinating security training and drills to enhance the preparedness and response capabilities of personnel.
• Identify reliable sources of information in the areas of intervention.
• Ensure information sharing with regard to general and specific security and safety aspects for the national team via WhatsApp group, SMS and phone call.
ANALYSIS:
• Track security related incidents and developments and prepare and submit security reports and trend analyses as required.
• Conduct and regularly update (annually) the Security Risk Assessments and Security Package for all operational areas.
• Provide security-related advice on program development and implementation.
• Contribute to the provision of sound analysis of the security, political, social and economic environment Tdh is operating in.
SAFETY RISK MANAGEMENT:
• Assist with the implementation of regional security policies, protocols and procedures related to the safe implementation of activities.
• Supervise the implementation of physical and asset protection protocols and regulations.
• Ensure that appropriate access controls are in place for all facilities.
• Advise, assist and control the procurement and issue of security and protective equipment.
• Conduct regular site assessments and advise on mitigation measures.
• Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis.
• Maintain database records and hardcopy files used to track safety and security data.
Emergency Response:
• Participate in emergency response planning and response to ensure security issues and measures are integrated and applied.
• Assist in organizing and conducting drills to enhance staff preparedness for emergencies.
Coordination:
• Coordinate with partners, stakeholders, and other NGOs on security-related issues to identify mutual areas of interest for cooperation/coordination.
Facility and Asset Management:
• Oversee the security measures in place in Tdh offices and facilities.
• Ensure proper functioning of security systems, including alarms, CCTV, and access control.
• Complete and regularly update the MOISS for all Tdh offices and expatriate housing
Humanitarian Access:
• Analyze security information and assess impact on area of operation.
• In Coordination with Senior Logistics and Security Manager, schedule regular meetings with state actors and dominant non state actors to enable and maintain access through official representation.
• Inform staff of programs and operations requirements for humanitarian access during planning.
• Ensure timely completion of processes and procedures to facilitate effective and efficient access.
• Manage and maintain records of permits, clearances and exemptions from relevant actors.
• Provide direct support to staff and management to resolve access issues, including interference and questioning through coordination, liaison and negotiation.
• Track and report on the humanitarian access environment including incidents and issues to inform humanitarian access planning and management and recommend solutions.
• Actively contribute to information exchange both internally and externally and share with the Senior Logistics and Security Manager in timely manner.

Requirements:
Experience: Minimum 5 years of experience in INGOs in a similar position covering more than one location.
Bachelor’s degree in communication, Politics, Risk, or any related field.
Proven ability to prioritize tasks and meet deadlines.
Stable, moral and robust character and a good team-player.
Excellent communication skills, calm and a good sense of humor.
Proven commitment to accountability practices
Strong information technology skills.
Training or experience in crisis management.
Training in safety, fire and evacuation procedures.

Experience negotiating access for humanitarian or other agencies.
Languages: Fluent in English; French is an asset.High attention to detail and Strong organizational skills.

Experience in donor procedures (ECHO, OCHA, SDC, UNICEF, etc.).
