Position Summary: The Project Director holds ultimate accountability for the successful delivery, strategic governance, financial viability, and overall executive oversight of the KSA Water Infrastructure Program across both the EAST and CENTRAL regions. Reporting to Client Executive Management and the Stakeholder Steering Committee, the Project Director plays a crucial role in ensuring the program meets its objectives and delivers value.



Key Qualifications and Requirements (Mandatory):


  • Educational Foundation: A minimum of a Bachelor's Degree in Engineering with at least 20 years of overall post-graduate professional experience, or a Master's Degree in a relevant Engineering discipline with a minimum of 15 years of overall experience.
  • Mandatory Certification: Possession of the Project Management Professional (PMP) certification is non-negotiable, demonstrating mastery of the 10 Project Management Knowledge Areas (Integration, Scope, Time, Cost, Quality, Resources, Communications, Risk, Procurement, and Stakeholder Management) essential for complex program governance.
  • Specialized Project Experience: A minimum of 5 years of experience serving in a similar supervisory and executive capacity on large-scale infrastructure projects, explicitly including international water project supervision and project management contexts.
  • Core Expertise: Demonstrated executive-level competence in harmonizing global project standards (PMP) with the localized execution demands and regulatory frameworks prevalent in the Kingdom of Saudi Arabia, particularly concerning large water infrastructure programs.



Core Duties and Responsibilities:


  • Governance & Compliance: Provide strategic planning advice regarding infrastructure phasing, the sequence of works, and ensure robust internal controls across all 10 PMP Knowledge Areas.
  • Strategic Oversight: Direct the management team in tender assessment, negotiation, and contract award processes for all major infrastructure contracts.
  • Risk & Stakeholder Management: Govern the Project Risk Management process and apply expert stakeholder management principles to coordinate external inputs from all project parties.
