We are seeking an experienced and highly capable Senior Project Manager to lead the delivery of a nationwide education digital transformation initiative in close partnership with the Ministry of Education of Oman. This role carries full accountability for the successful end-to-end execution of a complex, multi-year program that spans technology, operations, governance, and large-scale organizational change.


The Senior Project Manager will act as the primary delivery owner and strategic interface between Classera and the Ministry of Education, ensuring that all program components are aligned with national education objectives, contractual commitments, and government delivery standards. This includes overseeing multiple interdependent workstreams, coordinating diverse internal and external stakeholders, and ensuring that the program is delivered on time, within budget, and to the highest quality benchmarks.


This is a mission-critical leadership role requiring deep experience in managing large public-sector programs, particularly within government or ministry environments. The ideal candidate will demonstrate a balance of strategic oversight and hands-on execution capability, with the credibility to engage confidently with senior government officials while maintaining disciplined delivery governance across complex operational environments.


Key Responsibilities


1. Program Leadership & End-to-End Delivery


The Senior Project Manager will assume full ownership of the planning, execution, and delivery of the national education digital transformation program. This includes defining and maintaining a comprehensive delivery roadmap that integrates all technical, functional, and organizational components of the initiative.


Key delivery areas include, but are not limited to:


  • Digital learning platforms and national education systems
  • Integration with existing Ministry infrastructure and third-party systems
  • Content management, digital assessments, analytics, and reporting capabilities
  • Change management, rollout planning, and adoption at scale across schools and institutions


The role requires the development and continuous management of:


  • Detailed project plans, schedules, and milestones
  • Resource allocation models and capacity planning
  • Program budgets, cost tracking, and financial forecasts
  • Risk, issue, dependency, and escalation registers


The Senior Project Manager will ensure strict compliance with:


  • Contractual scope and deliverables
  • Approved timelines and milestones
  • Budgetary constraints and financial governance requirements


They will drive disciplined execution across multiple parallel workstreams, proactively resolving delivery challenges and ensuring momentum is maintained throughout the program lifecycle.


2. Government & Stakeholder Engagement


Acting as the single point of accountability for delivery toward the Ministry of Education, the Senior Project Manager will establish and maintain strong, trusted relationships with a wide range of stakeholders, including:


  • Senior Ministry leadership and decision-makers
  • Technical, academic, and operational teams within the Ministry
  • External partners, vendors, and subcontractors


The role involves leading and managing formal governance forums such as:


  • Steering committees
  • Executive review meetings
  • Program status updates and milestone reviews


All communications must adhere to government protocols, ensuring clarity, professionalism, and structured reporting. The Senior Project Manager will translate complex technical and operational topics into clear, decision-ready information for senior stakeholders, supporting effective governance and timely approvals.


3. Delivery Governance, Risk Management & Quality Assurance


A core responsibility of the role is the implementation and enforcement of robust delivery governance frameworks aligned with government best practices, PMO standards, and audit requirements.


This includes:


  • Establishing clear reporting structures and performance dashboards
  • Monitoring progress against approved milestones and success criteria
  • Tracking budget utilization, forecasts, and financial variances
  • Ensuring quality assurance processes are embedded throughout delivery


The Senior Project Manager will proactively identify risks, dependencies, and potential points of failure, developing mitigation strategies to prevent delays, cost overruns, or scope creep. They will oversee testing cycles, user acceptance testing (UAT), formal sign-offs, and structured handover processes to ensure all deliverables meet agreed standards and are formally accepted by the Ministry.


4. Cross-Functional & Partner Coordination


The role requires close coordination across multiple internal Classera teams, including:


  • Product management
  • Engineering and development
  • Data, integrations, and platform services
  • Customer success, support, and operations


In addition, the Senior Project Manager will manage third-party vendors and subcontractors, ensuring that external dependencies are aligned with the overall delivery plan and contractual obligations.


A key focus will be ensuring alignment between technical delivery and educational outcomes, maintaining a clear connection between system functionality and real-world impact within schools and institutions.


5. Change Management, Rollout & Adoption


Beyond system delivery, the Senior Project Manager will oversee the planning and execution of national-scale deployment and adoption activities. This includes coordinating rollout strategies across regions, schools, and user groups, ensuring readiness at every level.


Responsibilities include:


  • Overseeing training and enablement programs for educators, administrators, and Ministry users
  • Supporting communication and adoption initiatives to drive engagement
  • Ensuring operational readiness for large-scale rollout and long-term sustainability


The role requires a strong understanding of change management principles, particularly within public-sector and education environments, where stakeholder alignment and adoption are critical to success.


Success Metrics


Success in this role will be measured through a combination of delivery, stakeholder, and operational outcomes, including:


  • Achievement of program milestones on time and within approved budget
  • Ministry satisfaction and formal acceptance of all deliverables
  • Platform stability, scalability, and user adoption levels
  • Quality and consistency of governance, reporting, and audit readiness
  • Smooth transition from implementation to operational and support phases


Required Qualifications


  • Bachelor’s degree in Engineering, Computer Science, Business Administration, or a related field
  • Minimum of 10 years’ experience in large-scale project or program management
  • Proven experience delivering complex digital transformation initiatives
  • Demonstrated track record managing government or public-sector programs
  • Strong experience with enterprise platforms and large systems integration projects
  • Excellent English communication skills; Arabic proficiency is a strong advantage


Preferred Qualifications


  • Prior experience working with Ministries of Education or national education systems
  • PMP, PRINCE2, or equivalent project management certification
  • Experience managing projects governed by public procurement frameworks
  • Exposure to education, EdTech platforms, or learning management systems
  • Experience operating within the GCC or broader Middle East region
