Terre des hommes - Lausanne is seeking a qualified MEAL Officer base in Beirut.
Job Purpose / Main Functions:
The MEAL Officer provides methodological and technical support to Tdh programmes to ensure the quality of M&E systems and mechanisms applied across the programme working within the framework established by the organization and aligned with global standards.
The M&E Officer ensures that M&E approaches, methods, tools are standardized, relevant and consistent across all assigned units. He/she plans and implements activities requiring specific M&E expertise in addition to supporting initiatives related to data management and digital data collection platforms.
The M&E Officer ensures that M&E is an integral part of all programme units, and that the M&E staff plays a support role for the rest of the programme staff.
General Principles:
The Monitoring, Evaluation, Accountability, and Learning Officer provides methodological and technical support on both the delegation and programs’ levels to ensure the quality of MEAL systems and mechanism applied across programme working within the framework established by the organization and aligned with the regional and global standards.
The MEAL Officer ensures that MEAL approaches, methods, tools are standardized, relevant and consistent across Tdh teams and partner organizations. He/she plans and implements activities requiring specific MEAL expertise in addition to leading assigned initiatives at the delegation level to strengthen the integration of accountability and learning functions across programmes.
He/she ensures MEAL is an integral part of all Tdh departments, and that the MEAL department plays a support role for the rest of the organization. He/she helps develop an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organization’s focus on quality and accountability.
The MEAL Officer plays a key role in ensuring that program decisions are based on reliable evidence and that Tdh remains accountable to affected populations, donors, and partners.
Job Duties & Responsibilities:
GENERAL:
• Contributes to the development and implementation of MEAL and IM systems, tools, and beneficiary tracking applications in line with set requirements for donors and working groups.
• Provide technical support and coaching to staff and partner organizations on monitoring plans, data collection, and quality assurance.
• Contributes to internal and external reports by providing MEAL data and analysis, and ensures that feedback and learning from MEAL findings are systematically used to improve program design, planning, and implementation.
• Contributes to the development of the unit’s annual action plan while critically assessing relevant methodologies to strengthen MEAL practices.
• In close collaboration with the MEAL manager, tracks and assesses progress towards the achievement of unit annual objectives and carries out regular field visits to ensure quality MEAL practices are applied.
• Supports the MEAL Manager in the conduction and coordination of evaluation activities such as baseline, midline, endline, internal and external evaluations.
TECHNICAL SUPPORT:
• Provides technical support during the design of MEAL frameworks and the collection and analysis of data through working with the program and technical teams.
• Develops and regularly updates MEAL workplans for each project, integrating indicator tracking tables (ITTs), monitoring and evaluation exercises planned, and learning components, and ensures timely progress updates in coordination with Project Managers.
• Ensures monitoring tools are used correctly during the implementation phase including project follow up tools
• Conducts regular field travel and spot checks to project locations across different bases to support monitoring exercises, data verification, partner follow-up, and quality assurance in coordination with program and technical teams
• Ensure that functional, safe, and inclusive community feedback and response mechanisms (CFRMs) are established and known to beneficiaries, in line with CHS standards, including children and vulnerable groups.
• Track, categorize, and follow up on feedback and complaints collected from field, ensuring timely closure and proper documentation.
• Inform the Project Managers and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities), and negative effects on beneficiaries.
LEARNING/TRAINING:
• Supports institutional learning by facilitating lessons-learned workshops, reflection sessions, and after-action reviews, and documenting success stories, good practices, and lessons learned to inform program design and reporting.
• Provide technical support and coaching to field MEAL Assistants, program staff, and partner organizations on data collection and quality assurance.
• Support the MEAL manager in the development of MEAL tools, guidance notes, and SOPs to improve data quality.
• Produce timely MEAL reports and summaries highlighting trends, gaps, and recommendations for corrective action.
DATA MANAGEMENT AND ANALYSIS:
• Lead the consolidation, cleaning, and analysis of data collected from the field for internal reports, donor submissions, and management dashboards.
• Maintain database and indicator tracking sheets to monitor progress against project results frameworks
• Supports the automation and integration of program data across different systems and platforms (e.g., ActivityInfo, Kobo, Power BI) to improve efficiency and data accessibility.
• Prepare visual dashboards and analytical summaries to inform management and donor reporting.
• Implement data validation and triangulation processes to ensure the accuracy and reliability of information used for decision-making.
SECURITY, CHILD SAFETY, AND DATA PROTECTION:
• Understands and applies security policies, the Child Safeguarding Policy, and fraud prevention policies.
• Ensures that all MEAL activities uphold ethical principles including gender equality, fairness, and ‘do no harm’, while protecting confidential data, applying informed consent, safeguarding children, and complying with Tdh’s Data Protection Policy and the Core Humanitarian Standard (CHS) commitments.
OTHER DUTIES:
• Undertake all other duties that may be requested by the line-manager and that are compatible with the job.
ORGANISATIONAL POLICIES • Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the policy;
• Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.
Job Requirements:
Education / Qualifications:
o A University degree in social science, economics, or relevant field
o Master's Degree in research methods, monitoring and evaluation, Social Science, Economics, Statistics, Computer Science, Public Health, Management Information System, or relevant field is desired
o Good understanding of CHS, Sphere Standards, and OECD-DAC evaluation criteria.
o Excellent analytical, facilitation, and report-writing skills
o Experience: Minimum 3-5 years of Monitoring, Evaluation, Accountability, and Learning experience preferably with an international organization
o Languages: Fluent written and spoken English and Arabic language skills required.
o IT Knowledges: This position requires high computer literacy with full knowledge of office applications such as Excel, Kobo, ODK, Activity info
o Practical knowledge of statistical software such as SPSS and PowerBi is preferred
