Terre des hommes - Lausanne is seeking a qualified Protection Information Management Officer based in Beirut.


General job description:

Reporting to the protection manager, Information Management (IM) Officer provides methodological and technical support to project, programme and M&E teams as well as partner organisations, ensuring that programmatic data is correctly managed in delegation in compliance to the organizations data protection SoP’s.


The IM Officer develops and steers data management systems, designing digital tools and ensuring they are correctly integrated into a coherent system architecture, and enables a data driven decision making culture with the delegation.


He/she helps operations teams collect, manage, check, update and analyse data.


He/she helps develop a dynamic approach to IM inside and outside Tdh, through dashboarding and other data visualization approaches.


Main responsibilities:

General Responsibilities:

 Ensures the efficient and optimal management of the delegation’s information and data flows through an appropriate, coherent, accurate and functional management system.

 Plans IM activities and oversees their implementation; manages and supervises related resources.

 While the ownership remains with programs and project staff, the IM officer will coordinate activities in accordance with practices and rules applicable to other actors involved in information management (state structures, humanitarian coordination, etc.).

 In close coordination with the MEAL and program management teams, contribute to the design and implementation of needs assessments.

 In close coordination with the MEAL and program teams, capitalize on existing experiences by generating evidence and conducting periodic analysis using available data.

 Support the update of reference documents for the delegation, incorporating data visualization, key achievements, and contextual needs.

 In close coordination with the HoP and the grants specialist, contribute to project proposals, donor reports, and donor engagement activities by providing IM products, including maps, data visualization, and analysis.

 Ensures ethical principles related to M&E and IM are respected, especially those concerning gender equality, fairness and “do no harm”. In alignment with Tdh data protection SoP, protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of all programmatic data.


Management of data and tools:

 Takes responsibility for centralising and organising programme data collected in the field, and in particular:

o Analysing the IM needs of project, programme, M&E, and IM teams, and defining and selecting appropriate IM tools and software

o Ensuring that the information collection and management systems used by partners and project, programme and M&E teams are integrated and consistent, and centralized into project level PFU’s, program and delegation level dashboards.

o Designing digital tools for entering, compiling, and analysing data using appropriate software and platforms, and configuring data processing software as required

o Designing, writing, and sharing data protection and IM procedures, ensuring that these documents are adapted to users.

o Designs and establishes the master beneficiary database/ register and is primarily responsible for the security and process management, while coordinating the updating with the project staff. Generates reports on beneficiary reach.

o Designs survey forms on mobile terminals and manages related platforms.

o When requested to do so by programme or M&E teams, produces maps to explain the context or monitoring of activities, support decision-making, illustrate reports, etc.

o Manages any existing professional tools in terms of creation of users, data quality checks, ensure timely and accurate data on the system, trainings (for example, Case Management, distribution tools, including CPIMS, etc.).

o Coordinates data entry and updates to tables, databases, and software (with any IM operators, M&E staff, and project/programme team members involved in entering data).

o Process data cleaning and analysis operations as requested by the protection manager and/or Head of Programs (HoP).

o Support the project managers and the protection manager in managing the security and archiving of all programmatic data generated by the projects, M&E, programs, and the other technical units. Ensures compliance to the data protection policy and that confidential data is protected in accordance with established rules.

o Managing relationships with external actors involved in IM (data sharing protocols, etc.)

o Managing relationships with any external service providers involved in IM (contracting, monitoring service providers, evaluating, etc.).


 Led by the MEAL manager, and in collaboration with the project and programme teams:

o Helps develop data collection and activity monitoring tools, checking compliance with existing information systems.

o Makes suggestions to improve the efficiency of the monitoring tools used by teams.

o Provides training to field teams so they can use the digital tools developed.

o Helps design plans for analysing the tools and surveys mentioned above.

o Helps process and pre-analyse data.

 Regular field visits to review the adaptation and use of IM tools and process, and provide training, mentoring, and coaching to field teams to better adopt IM resources.

 Reports any data quality issues to MEAL manager, HoP and the protection manager.

 Informs the Project Manager and/or Protection manager of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.


Learning/training:

 Helps build the skills of programs teams and partners in the IM field.

 Ensures IM tools and procedures are capitalized on.

 Helps develop a dynamic approach to IM inside and outside Tdh (by creating connections between Tdh projects and delegations and as part of regional partnerships, networks, centres of expertise, working groups, etc.).

 To capitalize on existing experiences, by generating evidence and analysis from existing data.


Reporting:

 Provides the reports required by the protection manager, the grants specialist and HoP such as but not limited to: IPTT for every project, project KPI dashboard, strategy dashboard, beneficiary reach, statistical figures for donors periodic reports or donors visits, etc.)

 Ensures reporting requirements to coordination forums are done accurately and on-time

 In close coordination with the senior MEAL officer, updates the relevant components of the PFU monthly.

 Updates and keeps the master beneficiary database alive.


Security and child safety:

 Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.


Minimum Requirements:

Education :

1. A bachelor's degree in one of the following fields is required:

Information Management

Computer Science

Data Science / Data Analytics

Geographic Information Systems (GIS) (for humanitarian and development sectors)

Statistics / Mathematics

Social Sciences (if focused on research and humanitarian data management)


2. Master’s Degree

A relevant master’s degree is preferred.


3. Additional Certifications (Highly Recommended)

Data Analytics & Visualization (e.g., Google Data Analytics, Tableau, Power BI)

GIS & Mapping (e.g., ArcGIS, QGIS)

Database Management (e.g., SQL, PostgreSQL)


Experience:

• At least 4 years’ experience in the field of Information Management, working with INGO’s.

• Extensive experience with the following software tools: Excel (including pivot tables, VB & Macros), Power BI, SPSS, EpiData, Access, QGIS/ ArcGIS / Other GIS, ODK/KoBo toolbox, Primero, LMMS, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools.

• Command of IT and file management tools in general.

• Previous experience of automating data analysis processes around KPI’s, developing dynamic dashboards with data visualization methods.


Other qualifications:

• Comprehensive understanding of data protection protocols and the EU GDPR,

• Very good understanding of hardware and software configuration

• Able to write interpretations key findings, and generate reports

• Experience with quantitative collection methods, in designing and managing tools for entering, compiling, and pre-analysing data, and an understanding of database issues


Languages:

• Excellent oral and written Arabic and English is required.
