House of Consulting Office for Consulting Engineers Co. (HCO) is a multi-disciplinary consulting engineering firm based in Saudi Arabia. HCO employs a diverse range of architectural, engineering, planning, and consultancy professionals, allowing them to offer a "one-stop solution" for their clients' project needs throughout the entire lifecycle. HCO works on a wide range of project types, including residential, commercial, industrial, hospitality, retail, and healthcare.


The Commercial Manager will oversee the quantity surveying processes and cost management both pre and post contract. This role involves leading a team of quantity surveyors, ensuring compliance with industry standards and best practices, and continuously improving our cost management systems. The ideal candidate will possess strong analytical skills, excellent leadership abilities, and a deep understanding of commercial management in the Construction industry.



Key Responsibilities: 

  1. Leading and supervising the Quantity Surveying (QS) team, while coordinating with architectural, civil, structural, mechanical, electrical, and telecommunication teams.
  2. Preparing Bills of Quantities (BOQ), contract documents, tender documents, responses to tender queries, and recommendations following tight deadlines.
  3. Responsible for preparing cost estimates, budgets, variation orders, and assessments of variations, handling interim payment certificates and final payment certificates.
  4. Drafting and reviewing contract documents based on FIDIC and bespoke contracts, for various contract types such as Lump Sum Contracts, Measure and Pay Contracts, Time and Material Contracts, and Guaranteed Maximum Price Contracts.
  5. Conducting material take-offs using AutoCAD, Planswift, Bluebeam, and CostX software. Additionally, he trained the QS team on new skills and software.
  6. Preparing contract and commercial documents with accuracy and attention to detail. He also participated in the preparation of responses to Requests for Proposals (RFPs).


Required Qualifications & Experiences:

  1. Bachelor's degree in Quantity Surveying, Construction Management, or a related field.
  2. Certification in quantity surveying or cost management, such as Chartered Quantity Surveyor (MRICS) or Certified Cost Engineer (CCE), is highly desirable.
  3. 15 years of total experience with at least 3 years as a Commercial Manager.
  4. Engineering Consultancy experience is preferred.
  5. Strong knowledge of quantity surveying processes, contract management, and cost control principles.
